The combined landfills are referred to as the j <br /> Forward Landfill hereafter. The Forward Landfill is regulated by two monitoring programs <br /> including the RWQCB WDR Order No.R5-2003-0049;and the Department of Toxic Substances <br /> Control (DTSC)Post Closure Permit No.CAD 990794133. A separate annual report is <br /> submitted to the DTSC in March each year addressing the Post Closure Permit Requirements and <br /> focuses on Waste Management Unit(WMU)A. However,all analytical data are provided in <br /> each report and the requirements of each program are being satisfied. This report presents <br /> quarterly sampling results for the reporting period dating from July 1 to September 30,2010 <br /> (third quarter 2010). <br /> i <br /> I <br /> For the Forward Unit,environmental monitoring for the third quarter 2010 yielded results similar <br /> to previous quarters. Five new historical intrawell maximum values were measured in samples <br /> collected from groundwater monitoring wells. The organic results for the Forward Unit indicate <br /> that acetone and trans-l,4-dichloro-2-butene were measured above the practical quantitation <br /> limit(PQL)in the sample collected from wells MW-19 and DW-9690,respectively, .In addition, <br /> tetrachloroethene(PCE),and trichloroethene(TCE)were detected at estimated trace <br /> concentrations in the sample collected from well MW-14. Concentration limits(CLs) were <br /> exceeded for one or more monitoring parameters in samples from seven wells. In accordance i <br /> with the Revised Post-Closure Maintenance Plan(RPCIVIP),inorganic exceedances of CLs that <br /> are potential impact constituents will be resampled in November 2010 (during the fourth quarter <br /> 2010 sampling event), and a second independent sample will be collected in December 2010. <br /> The results of the two retests will be submitted to DTSC and RWQCB under separate cover. <br /> During the July,August, and September 2010 inspections, the San Joaquin County <br /> Environmental Health Department(CEHD)measured methane concentrations exceeding the <br /> regulatory limit of five percent in perimeter soil-pore gas probe GP-11.
