1.3 STANDARD OBSERVATIONS <br /> Landfill <br /> ersonnel perform weekly inspections of the facility. As provided in Appendix <br /> p <br /> A, these observations include identification of evidence of liquids entering or leaving the <br /> landfill, indications of ponding on the landfill or erosion of the landfill cover soils, and <br /> identification of strong landfill gas odors. No unusual conditions were identified during <br /> the third quarter 2010 monitoring period, (see signed"Certification Statement" located <br /> inside cover page, after the Table of Contents in this report). <br /> In addition to Forward's inspections, the San Joaquin County Environmental Health <br /> Department(CEHD) performed monthly inspections at the facility on July 23, August 20, <br /> and September 17, 2010. During the inspections, the CEHD issued a Notice of Violation <br /> (NOV) for gas monitoring and control as a result of methane concentrations exceeding <br /> 5% at perimeter gas probe GP-11. NOVs were also issued for alternative daily cover as a <br /> result of several large tears in the traps, exposed waste, and compliance with the terms <br /> and limits of the Solid Waste Facility Permit. Forward has prepared a landfill gas <br /> remediation plan which has been submitted to the CEHD and Cal Recycle for to reduce <br /> landfill gas near GP-11, and has addressed all of the other NOVs. Completed inspection <br /> forms are presented in Appendix A. <br /> 1.4 SOLID WASTE MONITORING <br /> According to the Forward Landfill Operations Manager, Forward Landfill received a total <br /> of 225,270 tons of solid waste during the third quarter 2010 (Appendix A). Figure 1-2 <br /> shows the approximate location of waste placement during the monitoring period. The <br /> following types of waste were received: <br /> Non-hazardous solid waste—221,948 tons <br /> Asbestos—629 tons <br /> Sewage and wastewater sludge—2,693 tons <br /> 1.5 LANDFILL GAS MONITORING <br /> As previously discussed in Section 1.3, perimeter soil-pore gas probe GP-11 exceeded the <br /> regulatory limit of 5 percent during the third quarter 2010. In response to elevated <br /> methane concentrations measured in this probe, Forward has prepared a landfill gas <br /> remediation plan which has been submitted to the CEHD and Cal Recycle. In accordance <br /> with CCR Title 27, Section 20937(x)(1), methane monitors are installed in all buildings at <br /> the site to protect public health and safety and the environment. During the third quarter <br /> 2010, no methane was detected in any of the facilities buildings.
