1.3 STANDARD OBSERVATIONS <br /> Landfill personnel perform weekly inspections of the facility. As provided in Appendix <br /> A,these observations include identification of evidence of liquids entering or leaving the <br /> landfill, indications of ponding on the landfill or erosion of the landfill cover soils, and <br /> identification of strong landfill gas odors. No unusual conditions were identified during <br /> the second quarter 2010 monitoring period, (see signed"Certification Statement''located <br /> inside cover page, after the Table of Contents in this report). <br /> In addition to Forward's inspections,the San Joaquin County Environmental Health <br /> Department(CEHD)performed monthly inspections at the facility on April 23, May 21, <br /> and June 3, 2010. During the May and June inspections the CEHD issued a Notice of <br /> Violation(NOV) for explosive gas control as a result of methane concentrations <br /> exceeding 5% at perimeter gas probe GP-11,though the methane concentration measured <br /> in this probe in June was significantly lower. No other NOVs were noted during the <br /> second quarter 2010 monitoring period. Completed inspection forms are presented in <br /> Appendix A. <br /> 1.4 SOLID WASTE MONITORING <br /> According to the Forward Landfill Operations Manager, Forward Landfill received a total <br /> of 234,822 tons of solid waste during the second quarter 2010 (Appendix A). Figure 1-2 <br /> shows the approximate location of waste placement during the monitoring period. The <br /> following types of waste were received: <br /> Non-hazardous solid waste—229,266 tons <br /> Asbestos— 1,149 tons <br /> Sewage and wastewater sludge—4,407 tons <br /> 1.5 LANDFILL GAS MONITORING <br /> As previously discussed in Section 1.3,perimeter soil-pore gas probe GP-11 exceeded the <br /> regulatory limit of 5 percent during the second quarter 2010. In response to elevated <br /> methane concentrations measured in this probe, Forward has prepared a draft landfill gas <br /> remediation plan which has been submitted to the LEA and Cal Recycle for review. <br /> Furthermore, in accordance with CCR Title 27, Section 20937(x)(1), methane monitors <br /> are installed in all buildings at the site to protect public health and safety and the <br /> environment. During the second quarter 2010, no methane was detected in any of the <br /> facilities buildings.
