FORWARD <br /> LANDFILL 9999 S.Austin Road <br /> Manteca,CA 95336 <br /> (209)982-4298,Fax(209)982-1009 <br /> July 26,2010 <br /> JN:2010-0013 <br /> Mr. Ross Atkinson <br /> Central Valley Regional Water Quality Control Board <br /> 11020 Sun Center Drive,Suite 200 <br /> Rancho Cordova,CA 95670-6114 <br /> SUBJECT: SECOND QUARTER 2010 <br /> WATER QUALITY MONITORING REPORT <br /> FORWARD LANDFILL <br /> SAN JOAQUIN COUNTY,CALIFORNIA <br /> Forward Incorporated(Forward)is pleased to submit the subject water quality monitoring report <br /> for the Forward Landfill in compliance with reporting requirements of the Regional Water <br /> Quality Control Board- Central Valley Region(RWQCB)Waste Discharge Requirements <br /> (WDRs)Order Number R5-2003-0049,which combined operations at the former Austin Road <br /> and Forward Landfills under a single permit. The combined landfills are referred to as the <br /> Forward Landfill hereafter. The Forward Landfill is regulated by two monitoring programs <br /> including the RWQCB WDR Order No.R5-2003-0049;and the Department of Toxic Substances <br /> Control(DTSC)Post Closure Permit No. CAD 990794133. A separate annual report is <br /> submitted to the D'I'SC in March each year addressing the Post Closure Permit Requirements and <br /> focuses on Waste Management Unit(WMU)A. However,all analytical data are provided in <br /> each report and the requirements of each program are being satisfied. This report presents <br /> quarterly sampling results for the reporting period dating from April 1 to June 30,2010(second <br /> quarter 2010). <br /> For the Forward Unit,environmental monitoring for the second quarter 2010 yielded results <br /> similar to previous quarters. Three new historical intrawell maximum values were measured in <br /> samples collected from groundwater monitoring wells MW-2A and MW-10. The organic results <br /> for the Forward Unit indicate that diehlorodifluorornethane.(DCDFM)and <br /> trichlorofluoromethane(TCFM)were measured above the practical quantitation limit(PQL)and <br /> 1,1-dichloroethane(1,1-DCA),cis-l,2-dichloroethene(cis-1,2-DCF,),tetrachloroethene(PCE), <br /> and trichloroethene(TCE)were detected at estimated trace concentrations in the sample <br /> collected from well MW-10. Toluene was measured above the practical quantitation limit <br /> (PQL),and benzene and total xylenes were detected at trace concentrations in the sample <br /> collected from well MW-2A. In the samples collected from wells MW-14 and MW-16,PCE <br /> was measured at trace concentrations. During the monitoring period,concentration limits(CLs) <br /> were exceeded in samples from three wells,however,the CL exceedances were for a non-impact <br /> inorganic constituent(sulfate)and low-level volatile organic compounds(VOCs)which have <br /> been recognized previously and are not required to be retested. <br /> During the May and June 2010 inspections,methane concentrations exceeded the regulatory <br /> limit of five percent in perimeter soil-pore gas probe GP-11,though the methane concentration j <br /> I <br />
