The application of the ADC over the refuse was good. However, several <br /> of the tarps had large tears in them,that appeared to nulify the provision of the required daily cover over the <br /> compacted refuse. Repair the tears on the tarps, so the refuse may be covered adequately and/or apply soil or <br /> other approved ADC material to cover the compacted refuse at the work face. <br /> x 20921 -Gas Monitoring and Control <br /> Comments: CalRecycle staff and the LEA measured methane gas levels at three of the landfill's gas migration <br /> monitoring probes(GP-9, GP-11 and GP-12)using the LEA's Landtec GEM-2000 instrument. The obtained <br /> methane readings in probes GP-9 and GP-12 were 0.00%. However,the methane gas readings obtained in <br /> probe GP-11 were as follows: @shallow depth =7.3%, @medium depth = 8.2%, and 0.00%@the deep probe. <br /> Additionally, review of the operator's May 2010 monitoring program for probe GP-11 indicated the following <br /> methane gas levels: @shallow depth=38.0%, @medium depth=49.0%and @the deep probe= 13.4%. <br /> CalRecycle staff was informed that methane gas levels in the*monitoring probe in March 2010 were also greater <br /> than the regualtory limit of 5.00%. <br /> The obtained methane gas readings at the shallow and medium depths of the monitoring probe were above the <br /> required limit of 5.00%at the permitted property boundary.The records of the monitoring program for March and <br /> May 2010 also showed that methane gas levels in GP-11 were above the regulatory limit. The obtained and <br /> recorded levels of the methane gas in the monitoring probe are a violation of 27 CCR, Section 20919(a)(2). The <br /> operator shall immediately follow the requirements specified in 27 CCR, Section 20937, and within 60 days of <br /> detection, implement a remediation plan that has been approved by the Enforcement Agency(EA)and <br /> CalRecycle(formerly CIWMB). <br />
