FORWARD LANDFILL 9999 S.Austin Road
Manteca,CA 95336
(209)982-4298,Fax(209)982-1009
January 28,2011
JN: 2010-0013
Mr.Ross Atkinson
Central Valley Regional Water Quality Control Board
11020 Sun Center Drive,Suite 200
Rancho Cordova, CA 95670-6114
SUBJECT: FOURTH QUARTER 2009 AND ANNUAL
WATER QUALITY MONITORING REPORT
FORWARD LANDFILL
SAN JOAQUIN COUNTY,CALIFORNIA
On behalf of Forward Incorporated(Forward),GeoLogic Associates(GLA)is pleased to submit
the subject water quality monitoring report for the Forward Landfill in compliance with reporting
requirements of the Regional Water Quality Control Board-Central Valley Region(RWQCB)
Waste Discharge Requirements(WDRs)Order Number 115-2003-0049,which combined
operations at the former Austin Road and Forward Landfills under a single permit. The
combined landfills will be referred to as the Forward Landfill hereafter. The Forward Landfill is
regulated by two monitoring programs including the RWQCB WDR Order No. RS-2003-0049;
and the Department of Toxic Substances Control(DTSC)Post Closure Permit No.CAD
990794133. A separate annual report is submitted to the DTSC in March each year addressing
the Post Closure Permit Requirements and focuses on Waste Management Unit(WMU)A.
However, all analytical data are provided in each report and the requirements of each program
are being satisfied. This report presents quarterly sampling results for the reporting period dating
from October I to December 31,2010(fourth quarter 2010),and also summarizes the monitoring
results obtained for the 2010 monitoring year.
For the Forward Unit, environmental monitoring for the fourth quarter 2010 yielded results
similar to previous quarters. Seventeen new historical intrawell maximum values were
measured, including eight first-time volatile organic compound(VOC)detections in samples
collected from groundwater monitoring wells. During the monitoring period, the following
VOCs were measured above their respective practical quantitation limits(PQIs)at the Forward
Unit:acetone and 2-butanone in the samples collected from wells MW-2A and MW-17; and cis-
1,2-dichloroethene(cis-1,2-DCE),tetrachloroethane(PCE), and trichloroethene(TCE)in the
samples collected from upgradient(background)wells MW-22 and MW-23R. In addition,PCE
was measured at an estimated trace concentrations in the sample collected from well MW-14.
Concentration limits(CLs)were exceeded for one or more monitoring parameters in samples
from seven wells. In accordance with the Revised Post-Closure Maintenance Plan(RPCMP),
inorganic exceedances of CLs that are potential impact constituents(potassium at well MW-18,
and chloride at well MW-22)will be resampled in February 2011 (during the first quarter 2011
sampling event),and a second independent sample will be collected in March 2011. The results
of the two retests will be submitted to DTSC and RWQCB;under separate cover.
