According to the Forward Landfill Operations Manager, Forward Landfill received a total <br /> of 922,122 tons of solid waste during the 2010 monitoring year. Figure 1-2 shows the <br /> approximate location of waste placement during 2010 monitoring year. The following <br /> types of waste were received: <br /> Non-hazardous solid waste—898,723 tons <br /> Asbestos—9,307 tons <br /> Sewage and wastewater treatment sludge— 14,092 tons <br /> 4.2 LANDFILL GAS MONITORING <br /> The CEHD performs monthly inspections at the Forward Landfill for methane <br /> concentrations in perimeter soil-pore gas probes. During the 2010 monitoring year, <br /> several NOVs were issued for gas monitoring and control as a result of methane <br /> concentrations in perimeter soil-pore gas probe GP-11 exceeding the regulatory limit of 5 <br /> percent. In response to elevated methane concentrations, Forward submitted a LFG <br /> remediation plan to the CEHD and Cal Recycle, and in December 2010, BAS <br /> Construction completed the tasks outlined in the LFG remediation plan. During the <br /> December LEA inspection methane concentrations were less than 5 percent at gas probe <br /> GP-11 and all of the gas probes at the Forward Landfill. Furthermore, in accordance with <br /> CCR 27, Section 20937(a) (1), methane monitors are installed in all buildings at the site <br /> to protect public health and safety and the environment. During the 2010 monitoring <br /> year, no methane was detected in any of the facilities buildings. <br /> 4.3 COMPLIANCE RECORD <br /> During the 2010 monitoring year, CLs were consistently exceeded in Forward Unit wells <br /> MW-10 and MW-22 and intermittently in wells MW-2A, MW-13, MW-14,MW-15, <br /> MW-17, MW-18, and MW-21. However, no CL exceedances for impact constituents <br /> were verified in retest samples collected from the monitoring wells at the Forward Unit. <br /> In response to continued detection of VOCs in groundwater downgradient of the Austin <br /> Road Unit, the RWQCB issued a CAO on December 8, 2009. Forward installed four <br /> additional groundwater monitoring wells downgradient of the Austin Unit and is <br /> currently in the process of evaluating the vertical and lateral extent of groundwater <br /> impacts downgradient of the facility. In addition, Forward finished construction of a 12- <br /> inch, looped, City waterline system to the downgradient CYA facility on January 18, <br /> 2011 to supply potable water to the facility. <br /> 4.4 FORWARD UNIT <br /> 4.4.1 Groundwater <br /> Measured groundwater elevations during 2010 were generally static reflecting seasonal <br /> precipitation patterns.
