Mr. Robert McClellon <br /> November 1, 2010 <br /> Page 4 <br /> Implementation Procedure <br /> In summary, the following procedure is recommended for the LFG and SVE well evaluation <br /> and implementation: <br /> • Installation of the vertical LFG extraction wells and connection to the Landfill Gas <br /> Collection and Control System(GCCS); <br /> • Installation of the SVE wells and connection to the GCCS as proposed in the Work <br /> Plan and this document; <br /> • Evaluation of the proper vacuum at each SVE well to obtain the ideal ROI and LFG <br /> quality as described in this document. The evaluation period is estimated to be three <br /> (3) months to one year in order to properly assess what the ideal vacuum and ROI <br /> will be under varying seasonal conditions (monitoring probe data indicate that LFG <br /> migration varies with seasonal variations such as precipitation, barometric pressure, <br /> and temperature. Therefore, the term of the evaluation period must capture seasonal <br /> variations); <br /> • Submission of an evaluation report within 60 days of the end of the evaluation period <br /> demonstrating the field procedures utilized during the evaluation period, estimated <br /> ROI of each SVE well, the impact of the SVE wells on reducing LFG migration, and <br /> the recommended approach for the utilization of the SVE wells based on the <br /> evaluation. This report will also demonstrate the effect of the SVE wells on the LFG <br /> concentrations observed in perimeter probes GP-10, GP-11, and GP-12; and <br /> • Implementation of the long-term SVE well operational procedure as documented in <br /> the evaluation report and as discussed above. The operation of the SVE wells will be <br /> combined with long-term monitoring of the LFG wells, SVE wells, and perimeter <br /> probes as described above to obtain the best results possible. Changes to the <br /> procedure will be made as needed to maintain optimal effectiveness of the operations <br /> and monitoring plan. <br />
