(Republic), has prepared <br /> this Work Plan for Landfill Gas System Upgrades(Work Plan) at the Forward Landfill, Manteca, <br /> California. SCS, on behalf of Forward, submitted an Addendum to the Previously Approved <br /> Title 27 Perimeter Probe Monitoring Network for the Southwest Expansion Area(Addendum) on <br /> March 22, 2010, and a response letter on May 17, 2010 addressing questions from the San <br /> Joaquin County Environmental Health Department (LEA). After review and subsequent <br /> meetings with Forward, the LEA conditionally approved the Addendum in a letter dated <br /> September 10, 2010 (Attachment A). Pursuant to that letter, Forward is performing the <br /> following actions concurrently with this Work Plan: <br /> • Forward will apply for and obtain the appropriate permits from the San Joaquin <br /> County Community Development Department(SJCCDD)prior to the installation of <br /> any wells. <br /> • Forward has submitted an application to revise the Solid Waste Facility Permit to <br /> include the southwest expansion area as a buffer area within the facility. <br /> • Forward landfill has contracted services to perform the environmental study requested <br /> by the LEA regarding the potential of gas migration in the proposed buffer area. <br /> Forward is submitting this Work Plan to address elevated landfill gas (LFG) concentrations <br /> along the southwest border of the site, in accordance with the California Code of Regulations <br /> (CCR) Title 27 §20921-20937 and §20939.
