Sorry that you have come down with a cold; however, we hope
you feel better soon.
As you know, Forward LF Operator has requested CalRecycle's presence at a meeting to be held on Monday Nov. 8th,
2010 at 10:00 am. We understand the purpose of the meeting is to discuss the installation of the proposed SVEs and the
responses to the LEA's comments made by Cornerstone. We also understand that the LEA has the authority and option
to either approve/disapprove the responses made to your comments. What CalRecycle would like to suggest is to please
give this proposed meeting a chance to take place with CalRecycle present so that we all could discuss the issues raised
by the LEA surrounding the SVEs. Again, this is up to you and we respect your decision;however, we think the
operator is trying to work this out in good faith and the least we could do is to meet. Your comments/concerns need to
be responded to in a manner that is satisfactory to the LEA, that we understand and respect.
With that said, we like to suggest that the responses made by Cornerstone are from a CEG and a PE with experience
with LFG issues. They are stating that once the SVEs are installed, appropriate vacuum will be determined at each of
the SVEs wellheads. They further state that if increasing vacuum at the SVEs has a negative impact on the quality of
LFG in the monitoring probes, then the SVE (that is causing the negative impact) or the SVEs will be adjusted to limit
the applied vacuum. They have also stated they need between 3 to 12 months to determine the effectiveness of the
system. The statements made are the professional opinions of Cornerstone and I suggest it would be helpful to at least
give them the opportunity to discuss them with all of us. If we all come to agreement regarding the implementation of
their plan, they could then go forward with the next phase which is the installation of the system; however, if the
proposal does not alleviate gas migration issues within the time frame stated (3 to 12 months), the LEA and CalRecycle
could discuss other appropriate options that could be employed which would remedy gas migration issues at that time.
Please let's know what you think. As I said, it is up to you if you think our presence is ok at this meeting or not. We'll
wait to hear back from you. Please call (916-341-6354) or e-mail me if you have any questions.
Thanks...................Gino
11/10/2010
