t Global Presence Personal Attention HERST & ASSOCIATES, INC.® RECEIVED C IVED ' Mr.Rick Jaime FEB 2 8 2011 California Department of Corrections and Rehabilitation 7650 S.Newcastle Road/P.O.Box 213004 ENVIRONMENTAL HEALTH ' PERMIT/SERVICES Stockton,CA 95213-9004 February 25,2011 Dear Mr.Jaime: ' Summary of Northern California Youth Correctional Center Sampling Results January 2011 ' On January 27, 2011, sampling was performed at the Northern California Youth Correctional Center (NCYCC) to provide supplemental information regarding volatile organic compound (VOC) concentrations at Well#1,Well#2,Well#4, and the indoor faucet location(Table 1)included in other ' recent sampling events. Sampling was performed by Herst & Associates, Inc. VOC analyses were performed by TestAmerica,Inc. ' Forward, Inc. has completed a project to provide a 12 inch, looped, city waterline system to the NCYCC facility. The new city waterline system began supplying city water to the NCYCC on Tuesday, January 18, 2011. Therefore, during the January 27, 2011 sampling event, the NCYCC was being supplied solely by the new city waterline system. Tetrachloroethene and trichloroethene were not detected at Well#4. Well #4 no longer supplies water to the NCYCC. ' Well #1 exhibited a tetrachloroethene concentration above the Maximum Contaminant Limit (MCL). The January 2011 tetrachloroethene concentration at Well #1 was reported at 12 µg/1 compared to an MCL of 5 µg/1. Trichloroethene was detected at Well#1 during this event at a concentration of 2.4µg/1 compared to an MCL of 5 µg/1. Well#1 no longer supplies water to the NCYCC. ' Well #2 exhibited a tetrachloroethene concentration above the MCL. The January 2011 tetrachloroethene concentration at Well #2 was reported at 7.4 µg/1 compared to an MCL of 5 µg/l. Trichloroethene was detected at 1.6 µg/1 compared to an MCL of 5 µg/1. Well #2 no longer supplies water to the NCYCC. Tetrachloroethene and trichloroethene were not detected at the indoor faucet sample location during the ' January 2011 sampling event. During the January 2011 sampling event,the indoor faucet was supplied by the city waterline system and not by NCYCC water supply wells. Quality assurance samples collected during the January 2011 sampling event included a field blank at ' Well#2,a field blank at the indoor faucet,a trip blank,and duplicate samples at Well#2 and the indoor faucet. The field blank sample at Well #2 was collected to provide an indication of VOCs present in the ambient outdoor air or the laboratory analytical process.
