Self Monitoring 16 j of the Solid Waste Facility Permit(SWFP) requires the owner/operator to <br /> submit wet weather preparedness report/winter operations plan to LEA annually. The operater had submitted the <br /> wet weather preparedness report or winter operations plan. The operator appears to be unprepared for the wet <br /> weather operation. The active face area is wet, muddy and slippery. Some trucks stuck near the active face. <br /> Some trucks are unable to reach the active face due to muddy and soft ground conditons and have to dump the <br /> waste approximately 500 feet from the active face; the dozer and compacter then push the waste to the active <br /> face. Several trucks dumped the TASW on the access road. <br /> - Operator is to follow the wet weather preparedness/winter operation plan. <br /> - Operator is to better prepare for the wet weather operation. <br /> 2. EA Condition 17 r of SWFP states"The pre-processed treated auto shredder waste must be deployed in a <br /> manner that does not allow the mixing of the cover and the waste. The pre-processed treated auto shredder <br /> waste cannot be used during rainy weather or anticipated rainy weather." <br /> At time of inspection , the TASW was used as the ADC on the previous day active face even though it was <br /> raining. <br /> - Operator is to comply with terms and conditions of SWFP. <br /> x 20540-Roads <br /> Comments: The operator appears to be unprepared for the wet we <br /> operation. The active face area is wet, <br /> muddy and slippery. Some trucks stuck near the active face. Some trucks are unable to reach the active face <br /> due to muddy and soft ground conditons and have to dump the waste approximately 500 feet from the active <br /> face;the dozer and compacter then push the waste to the active face. Ensure that all access roads compy with 27CCR20540, which states " Roads within the permitted boundary <br /> shall be designed to minimize the generation of dust and the tracking of material onto adjacent public roads. <br /> Such roads shall be kept in safe condition and maintained such that vehicle access and unloading can be <br /> conducted during inclement weather. <br /> 2. The operator is to better prepare for wet weather operation. <br /> X 20630-Confined Unloading <br /> Comments: The operator appears to be unprepared for the wet weather operation. The active face area is wet, <br /> muddy and slippery. Some trucks stuck near the active face. Some trucks are unable to reach the active face <br /> due to muddy and soft ground conditons and have to dump the waste approximately 500 feet from the active <br /> face; the dozer and compacter then push the waste to the active face.
