1.3 STANDARD OBSERVATIONS
Landfill personnel perform weekly inspections of the facility. As provided in Appendix
A,these observations include identification of evidence of liquids entering or leaving the
landfill, indications of ponding on the landfill or erosion of the landfill cover soils, and
identification of strong landfill gas odors. No unusual conditions were identified during
the first quarter 2011 monitoring period, (see signed"Certification Statement" located in
Appendix A).
In addition to Forward's inspections, the San Joaquin County Environmental Health
Department(CEHD)performed monthly inspections at the facility on January 28,
February 18, and March 31, 2011. During the inspections, the CEHD issued a Notice of
Violation(NOV) for gas monitoring and control as a result of methane concentrations
exceeding 5% at perimeter gas probe GP-9 during the March 31, 2011 inspection. In
addition, the CEHD was not able to verify that the shredded tire material is used as
alternative daily cover(ADC),and as a result, an NOV was also issued for beneficial
reuse during the February 18, 2011 inspection. Forward has made adjustments to the
landfill gas (LFG) extraction wells to reduce landfill gas near GP-9, and has addressed
the ADC NOV. Completed inspection forms are presented in Appendix A.
1.4 SOLID WASTE MONITORING
According to the Forward Landfill Operations Manager, Forward Landfill received a total
of 204,897 tons of solid waste during the first quarter 2011 (Appendix A). Figure 1-2
shows the approximate location of waste placement during the monitoring period. The
following types of waste were received:
Non-hazardous solid waste—204,897 tons
Asbestos—851 tons
Sewage and wastewater sludge—3,163 tons
1.5 LANDFILL GAS MONITORING
As previously discussed in Section 1.3, perimeter soil-pore gas probe GP-9 exceeded the
regulatory limit of 5 percent during the March 2011 CEHD inspection. In response to
elevated methane concentrations measured in this probe, Forward has made adjustments
to the LFG extraction wells to reduce landfill gas near GP-9. In accordance with CCR
Title 27, Section 20937(a)(1), methane monitors are installed in all buildings at the site to
protect public health and safety and the environment. During the first quarter 2011, no
methane was detected in any of the facilities buildings. A copy of the landfill gas
monitoring probe data is provided in Appendix A.
DA201 1_0050\1FA_1 Q1 Ldoex 3 Geologic Associates
