1.3 STANDARD OBSERVATIONS <br /> Landfill personnel perform weekly inspections of the facility. As provided in Appendix <br /> A,these observations include identification of evidence of liquids entering or leaving the <br /> landfill, indications of ponding on the landfill or erosion of the landfill cover soils, and <br /> identification of strong landfill gas odors. No unusual conditions were identified during <br /> the first quarter 2011 monitoring period, (see signed"Certification Statement" located in <br /> Appendix A). <br /> In addition to Forward's inspections,the San Joaquin County Environmental Health <br /> Department(CEHD)performed monthly inspections at the facility on January 28, <br /> February 18, and March 31, 2011. During the inspections,the CEHD issued a Notice of <br /> Violation(NOV) for gas monitoring and control as a result of methane concentrations <br /> exceeding 5% at perimeter gas probe GP-9 during the March 31, 2011 inspection. In <br /> addition,the CEHD was not able to verify that the shredded tire material is used as <br /> alternative daily cover(ADC),and as a result, an NOV was also issued for beneficial <br /> reuse during the February 18, 2011 inspection. Forward has made adjustments to the <br /> landfill gas (LFG) extraction wells to reduce landfill gas near GP-9, and has addressed <br /> the ADC NOV. Completed inspection forms are presented in Appendix A. <br /> 1.4 SOLID WASTE MONITORING <br /> According to the Forward Landfill Operations Manager, Forward Landfill received a total <br /> of 204,897 tons of solid waste during the first quarter 2011 (Appendix A). Figure 1-2 <br /> shows the approximate location of waste placement during the monitoring period. The <br /> following types of waste were received: <br /> Non-hazardous solid waste—204,897 tons <br /> Asbestos—851 tons <br /> Sewage and wastewater sludge—3,163 tons <br /> 1.5 LANDFILL GAS MONITORING <br /> As previously discussed in Section 1.3, perimeter soil-pore gas probe GP-9 exceeded the <br /> regulatory limit of 5 percent during the March 2011 CEHD inspection. In response to <br /> elevated methane concentrations measured in this probe, Forward has made adjustments <br /> to the LFG extraction wells to reduce landfill gas near GP-9. In accordance with CCR <br /> Title 27, Section 20937(a)(1), methane monitors are installed in all buildings at the site to <br /> protect public health and safety and the environment. During the first quarter 2011, no <br /> methane was detected in any of the facilities buildings.
