Austin Road <br />Manteca, CA 95336 <br />(209) 9824298, Fax (209) 982-1009 <br />October 27, 2011 <br />JN: 2011-0050 <br />Forward Incorporated (Forward) is pleased to submit the subject water quality monitoring report <br />for the Forward Landfill in compliance with reporting requirements of the Regional Water <br />Quality Control Board - Central Valley Region (RWQCB) Waste Discharge Requirements <br />(WDRs) Order Number R5-2003-0049, which combined operations at the former Austin Road <br />and Forward Landfills under a single permit. The combined landfills are referred to as the <br />Forward Landfill hereafter. The Forward Landfill is regulated by two monitoring programs <br />including the RWQCB WDR Order No. R5-2003-0049; and the Department of Toxic Substances <br />Control (DTSC) Post Closure Permit No. CAD 990794133. A separate annual report is <br />submitted to the DTSC in March each year addressing the Post Closure Permit Requirements and <br />focuses on Waste Management Unit (WMU) A. However, all analytical data are provided in <br />each report and the requirements of each program are being satisfied. This report presents <br />quarterly sampling results for the reporting period dating from July 1 to September 30, 2011 <br />(third quarter 2011). <br />For the Forward Unit, environmental monitoring for the third quarter 2011 yielded results similar <br />to previous quarters. Organic results for the Forward Unit indicate that diisopropyl ether (DIPS) <br />was measured above the practical quantitation limit (PQL) in the sample collected from well <br />MW -2A, and tetrachloroethene (PCE) and trichloroethene (TCE) were measured above the PQL <br />in the sample collected from well MW -14. In addition, concentrations of 1, 1 -dichloroethane <br />(1,1 -DCA), cis-l,2-dichloroethene (cis-1,2-DCE), dichlorodifluoromethane (DCDFM), and <br />trichlorofluoromethane (TCFM) were measured at trace concentrations in the sample collected <br />from well MW -14. Concentration Limits (CLs) were exceeded for DIPE at well MW -2A; PCE <br />and TCE at well MW -14; barium and sulfate at well MW -15; potassium and sodium at well <br />MW -18; chloride at well MW-21;and for potassium and sulfate at well MW -22. Excluding non- <br />impact constituents, confirmation sampling will be performed in November 2011 during the <br />fourth quarter 2011 monitoring event, and in December 2011. The results of the confirmation <br />sampling will be provided under separate cover. <br />.7 <br />
