1.3 STANDARD OBSERVATIONS <br /> Landfill personnel perform weekly inspections of the facility. As provided in Appendix <br /> A, these observations include identification of evidence of liquids entering or leaving the <br /> landfill, indications of ponding on the landfill or erosion of the landfill cover soils, and <br /> identification of strong landfill gas odors. No unusual conditions were identified during <br /> the fourth quarter 2011 monitoring period, (see signed"Certification Statement" located <br /> in Appendix A). <br /> In addition to Forward's inspections, the San Joaquin County Environmental Health <br /> Department (CEHD)performed monthly inspections at the facility on October 21, <br /> November 3, and December 19, 2011. No Notices of Violation(NOVs)were issued <br /> during the monitoring period. Completed inspection forms are presented in Appendix A. <br /> 1.4 SOLID WASTE MONITORING <br /> According to the Forward Landfill Operations Manager, Forward Landfill received a total <br /> of 204,075 tons of solid waste during the fourth quarter 2011 (Appendix A). Figure 1-2 <br /> shows the approximate location of waste placement during the monitoring period and for <br /> the 2011 monitoring year. The following types of waste were received: <br /> Non-hazardous solid waste— 199,476 tons <br /> Asbestos— 1,060 tons <br /> Sewage and wastewater sludge—3,539 tons <br /> 1.5 LANDFILL GAS MONITORING <br /> During the monitoring period, no perimeter gas probes exceeded the regulatory limit of 5 <br /> percent at the Forward Landfill. In accordance with CCR Title 27, Section 20937(a)(1), <br /> methane monitors are installed in all buildings at the site to protect public health and <br /> safety and the environment. During the fourth quarter 2011, no methane was detected in <br /> any of the facilities buildings. A copy of the landfill gas monitoring probe data is <br /> provided in Appendix A. <br /> 2.0 FORWARD UNIT <br /> 2.1 WATER QUALITY MONITORING <br /> 2.1.1 Sampling and Laboratory Analyses <br /> During the fourth quarter 2011, depth-to-water measurements were recorded in the <br /> groundwater monitoring wells and all of the groundwater monitoring wells were sampled <br /> by Del-Tech Environmental Support Services (Del-Tech) on November 2 and 3, 2011. <br /> Surface water stations FSW-I and FSW-2 were reported dry during the monitoring event. <br /> The lysimeters were checked for soil-pore liquid on November 4, 2011, and Del-Tech <br /> reported that all lysimeters were dry.
