1.3 STANDARD OBSERVATIONS Landfill personnel perform weekly inspections of the facility. As provided in Appendix A, these observations include identification of evidence of liquids entering or leaving the landfill, indications of ponding on the landfill or erosion of the landfill cover soils, and identification of strong landfill gas odors. No unusual conditions were identified during the fourth quarter 2011 monitoring period, (see signed"Certification Statement" located in Appendix A). In addition to Forward's inspections, the San Joaquin County Environmental Health Department (CEHD)performed monthly inspections at the facility on October 21, November 3, and December 19, 2011. No Notices of Violation(NOVs)were issued during the monitoring period. Completed inspection forms are presented in Appendix A. 1.4 SOLID WASTE MONITORING According to the Forward Landfill Operations Manager, Forward Landfill received a total of 204,075 tons of solid waste during the fourth quarter 2011 (Appendix A). Figure 1-2 shows the approximate location of waste placement during the monitoring period and for the 2011 monitoring year. The following types of waste were received: Non-hazardous solid waste— 199,476 tons Asbestos— 1,060 tons Sewage and wastewater sludge—3,539 tons 1.5 LANDFILL GAS MONITORING During the monitoring period, no perimeter gas probes exceeded the regulatory limit of 5 percent at the Forward Landfill. In accordance with CCR Title 27, Section 20937(a)(1), methane monitors are installed in all buildings at the site to protect public health and safety and the environment. During the fourth quarter 2011, no methane was detected in any of the facilities buildings. A copy of the landfill gas monitoring probe data is provided in Appendix A. 2.0 FORWARD UNIT 2.1 WATER QUALITY MONITORING 2.1.1 Sampling and Laboratory Analyses During the fourth quarter 2011, depth-to-water measurements were recorded in the groundwater monitoring wells and all of the groundwater monitoring wells were sampled by Del-Tech Environmental Support Services (Del-Tech) on November 2 and 3, 2011. Surface water stations FSW-I and FSW-2 were reported dry during the monitoring event. The lysimeters were checked for soil-pore liquid on November 4, 2011, and Del-Tech reported that all lysimeters were dry.
