Non-hazardous solid waste— 847,008 tons <br /> Asbestos—7,721 tons <br /> Sewage and wastewater treatment sludge— 12,062 tons <br /> 4.2 LANDFILL GAS MONITORING <br /> The CEHD performs monthly inspections at the Forward Landfill for methane <br /> concentrations in perimeter soil-pore gas probes. With the exception of the March 2011 <br /> LEA inspection, no perimeter gas probes exceeded the regulatory limit of 5 percent at the <br /> Forward Landfill. In accordance with CCR 27, Section 20937(a) (1), methane monitors <br /> are installed in all buildings at the site to protect public health and safety and the <br /> environment. During the 2011 monitoring year, no methane was detected in any of the <br /> facilities buildings. <br /> 4.3 COMPLIANCE RECORD <br /> During the 2011 monitoring year, CLs were consistently exceeded in Forward Unit wells <br /> MW-15 and MW-22 and intermittently in wells MW-2A, MW-10, MW-18, and MW-21. <br /> However, no CL exceedances for impact constituents were verified in retest samples <br /> collected from the monitoring wells at the Forward Unit. <br /> In response to continued detection of VOCs in groundwater downgradient of the Austin <br /> Road Unit, the RWQCB issued a CAO on December 8, 2008. Forward installed four <br /> additional groundwater monitoring wells downgradient of the Austin Unit and is <br /> currently in the process of evaluating the vertical and lateral extent of groundwater <br /> impacts downgradient of the facility. In addition, Forward finished construction of a 12- <br /> inch, looped, City waterline system to the downgradient CYA facility on January 18, <br /> 2011 to supply potable water to the facility. <br /> 4.4 FORWARD UNIT <br /> 4.4.1 Groundwater <br /> Measured groundwater elevations during 2011 were generally static reflecting seasonal <br /> precipitation patterns. Hydrographs depicting groundwater elevations over the past 14 <br /> years are presented in Appendix D. During the 2011 monitoring year, the groundwater <br /> flow direction was generally to the north and northeast toward the Austin Unit with an <br /> average hydraulic gradient of 0.002 ft/ft. <br /> Groundwater quality conditions beneath the Forward Unit during the 2011 monitoring <br /> year are generally similar to those observed in previous monitoring years. Several low- <br /> level VOCs (generally at estimated trace concentrations) were regularly detected in DMP <br /> wells MW-2A and MW-14 and intermittently in wells MW-10 and MW-16.
