1.0 Introduction and Background <br /> The Forward Landfill, owned and operated 'by Allied Waste Industries (Allied), occupies <br /> approximately 567 acres, in Manteca, California, and currently receives municipal solid waste <br /> designated as non-hazardous solid waste. The facility accepts non-hazardous -Industrial waste, <br /> including non- <br /> t-1 friable usbestm, contaminated soil, municipal wastewater treatment sludt7-C, <br /> construction and demolition waste, and other industrial and special wastes. <br /> The landifill operates under Che Foi-ward Landfill Solid Waste Facility Permit 19-AA-001-5 and its <br /> associated requirements. This permit requires that asbestos emissions be monitored at the <br /> landfill on a semiannual basis- This plan is designed to satisfy this semiannual t-rionitoring <br /> requirement. Asbestos air tnonitoring will be performed during the course of asbestos containing <br /> waste handling oper-ations at Che landfill. The results &orri Chis project will provide data for <br /> evaluation of asbestos emission levels, Meteorological data for wind speed, wind direction, <br /> ambient temperature, and barometric pressure will be obtained from a meteorological (MET) <br /> station set up at the site,or from the nearest ME'l' station. <br /> This Asbestos Air Monitoring Plan presents the asbestos air sampling and analytical procedures <br /> that will be used by Shaw Environmental Inc., (Shaw) in supporting the Forward Landfill <br /> (landfill) monitoring prQicct fbir the, year of 2009. <br /> Project Responsibilities <br /> Shaw's proJect organization is structured to include experienced professional and teclLnicai <br /> specialists in the environmental disciplines. Shaw will be responsible for conducting the field <br /> activities., sample collect-Ion and liandlirig, data review, and meeting all reporting rcquir—ements <br /> for the monitoring portion of the project. The monitoring objective is to sample for asbestos <br /> ambient air levels at four represent ativc site locations during an asbestos waste disposal <br /> activityloperation that will occur (luring a particular week. Sampling Will OCCUr during normal <br /> working hours. <br /> The sampling locations will bcwithin the landfill fencehne arid close to the asbestos sample pile <br /> A ininimurn of three samplers will be located in the predominant downwind locations with one <br /> additional sampler co-located at one(if the downwind locations- One sarnpler will be located on <br /> the predominant upwind perimeter of"the landfill. The sampling locations will be representative <br /> of the worst-case condition on site for asbestos emissions from typical activities at the landfill. <br />
