FORWARD LANDFILL 9999 S.Austin Road <br /> Manteca,CA 95336 <br /> (209)982-4298,Fax(209)982-1009 <br /> July 26, 2011 <br /> JN: 2011-0050 <br /> Mr. Ross Atkinson <br /> Central Valley Regional Water Quality Control Board <br /> 11020 Sun Center Drive, Suite 200 <br /> Rancho Cordova, CA 95670-6114 <br /> SUBJECT: SECOND QUARTER 2011 <br /> WATER QUALITY MONITORING REPORT <br /> FORWARD LANDFILL <br /> SAN JOAQUIN COUNTY, CALIFORNIA <br /> Forward Incorporated (Forward) is pleased to submit the subject water quality monitoring report <br /> for the Forward Landfill in compliance with reporting requirements of the Regional Water <br /> Quality Control Board- Central Valley Region(RWQCB) Waste Discharge Requirements <br /> (WDRs) Order Number R5-2003-0049, which combined operations at the former Austin Road <br /> and Forward Landfills under a single permit. The combined landfills are referred to as the <br /> Forward Landfill hereafter. The Forward Landfill is regulated by two monitoring programs <br /> including the RWQCB WDR Order No. R5-2003-0049; and the Department of Toxic Substances <br /> Control (DTSC)Post Closure Permit No. CAD 990794133. A separate annual report is <br /> submitted to the DTSC in March each year addressing the Post Closure Permit Requirements and <br /> focuses on Waste Management Unit (WMU)A. However, all analytical data are provided in <br /> each report and the requirements of each program are being satisfied. This report presents <br /> quarterly sampling results for the reporting period dating from April 1 to June 30, 2011 (second <br /> quarter 2011). <br /> For the Forward Unit, environmental monitoring for the second quarter 2011 yielded results <br /> similar to previous quarters. No new historical intrawell maximum values were measured in <br /> samples collected from groundwater monitoring wells. The organic results for the Forward Unit <br /> indicate diisopropyl ether(DIPE)was measured above the practical quantitation limit(PQL) in <br /> the sample collected from well MW-2A; dichlorodifluoromethane (DCDFM) and <br /> trichlorofluoromethane (TCFM) were measured at trace concentrations in the sample collected <br /> from well MW-10; and 1,1-dichloroethane (1,1-DCA), cis-l,2-dichloroethene (cis-1,2-DCE), <br /> tetrachloroethene (PCE), trichloroethene (TCE), and TCFM were measured at trace <br /> concentrations in the sample collected from well MW-14. Concentration Limits (CLs) were <br /> exceeded for chloride at well MW-21; DIPE at well MW-2A; nitrate as nitrogen at well MW-19; <br /> and for sulfate at wells MW-MW-15 and MW-22. However, with the exception of the chloride <br /> concentration measured at well MW-21, the CL exceedances were for non-impact constituents or <br /> low-level volatile organic compounds (VOCs)that do not require retesting. <br /> During the April 2011 inspection, the San Joaquin County Environmental Health Department <br /> (CEHD) issued a notice of violation(NOV) for waste tires in the active fill area.
