In accordance with a Cleanup and Abatement Order(CAO)issued by the Central Valley Regional <br /> Water Quality Control Board (RWQCB), Forward, Inc. has recently installed monitoring wells to collect <br /> groundwater quality data down-gradient of the Austin Road Landfill. The groundwater quality north and <br /> ' northwest of the Austin Road unit has previously been adequately defined by samples collected from AMW-1, <br /> AMW-7, AMW-10, AMW-13, AMW-13B, AMW-21, and AMW-21S. Forward, Inc. proposes to install two <br /> additional well clusters at the locations presented in the attached Figure to provide additional groundwater <br /> quality data in the area northwest of the Austin Road Landfill to more completely monitor any down-gradient or <br /> ' side-gradient groundwater flow along Newcastle Road. The following paragraphs briefly describe previous <br /> investigative activities and data evaluation results,and then utilize the available information to develop proposed <br /> activities for assessing the nature and extent of impacts. <br /> ' The Forward Landfill, located at 9999 South Austin Road in San Joaquin County, California, is an active solid <br /> waste disposal facility consisting of the Austin Road Landfill positioned to the north and the Forward Landfill <br /> located approximately 1,200 feet to the south. The facility is located approximately 7 miles southeast of <br /> Stockton. The site encompasses approximately 299 acres and is bounded predominantly by agricultural <br /> property. <br /> ' The landfill was formerly owned and operated by the City of Stockton. The City of Stockton recognized <br /> groundwater impacts associated with landfill operations, and in 1991 the City installed two groundwater <br /> pumping wells and an above-ground treatment system to recover and treat impacted groundwater that at that <br /> time was identified to extend approximately 1,000 feet down-gradient(north)of the landfill. Based on sampling <br /> conducted in 1998, groundwater impacts were identified 4,000 feet down-gradient (north) of the landfill. In <br /> approximately 1999, the City of Stockton began supplying bottled water to nearby residences based on <br /> ' confirmed detections of VOCs in the residential water supply wells. <br /> Both units of the facility have been owned and operated by Forward, Inc. as the Forward Landfill since 2000. <br /> t Forward,Inc.has been addressing groundwater quality impacts associated with prior landfill owner operational <br /> practices.
