Austin Road Landfill Health&Safety Plan <br /> Austin Road Landfill,Stockton,California Page 1 <br /> 1.0 INTRODUCTION <br /> This document is the site Health and Safety Plan (HASP)for well drilling and installation at the Austin <br /> Road Landfill Site and Northern California Youth Correction Center (NCYCC) in Stockton, California. <br /> This HASP has been developed by Herst &Associates, Inc. (H&A), the Contractor, for the exclusive <br /> use by the Contractor and its Subcontractors. <br /> The purpose of this document is to establish standard health and safety procedures for the Contractor <br /> and Subcontractor employees during field activities at and near the Austin Rd Landfill and NCYCC <br /> drilling sites. The provisions of this plan apply to all Contractor and Subcontractor employees involved <br /> in the field activities with the potential for exposure to hazardous materials or activities. <br /> The following paragraphs of Section 1 of the HASP outline general health and safety considerations to <br /> be utilized when conducting field activities for the project. Section 2 details the scope of work and <br /> potential hazards. Site monitoring and action levels are presented in Section 3. Contingency and <br /> emergency response plans are presented in Section 4. <br /> 1.1 General Considerations <br /> The levels of protection and the procedures specified in this HASP are based on the best information <br /> available at this time, and represent the minimum health and safety requirements to be observed by all <br /> Contractor and Subcontractor employees,while engaged in this project. Unforeseeable site conditions <br /> may warrant the use of higher levels of protection. Any additional health and safety procedures that are <br /> required by the owner/operator of the Austin Road or NCYCC facilities or other project property that are <br /> more stringent than those specified herein must be followed and will supersede the requirements of this <br /> plan. Additionally, the content of this HASP may change or undergo revision as additional information <br /> is obtained during the field activities. Any changes to this HASP must be reviewed by H&A Health and <br /> Safety personnel, and are subject to approval by the H&A Project Manager. <br /> The safety of all on-site personnel is ultimately the responsibility of each employee and his or her <br /> respective employer. Subcontractors are required to provide the necessary safety equipment, medical <br /> monitoring, and safety training to their personnel in compliance with the Occupational Safety and <br /> Health Administration(OSHA)regulations provided in 29 CFR 1910.120. <br /> Field personnel must read this document carefully. If you have any questions or concerns that you feel <br /> are not adequately addressed, ask the Contractor Health and Safety Officer or available on-site Health <br /> and Safety Personnel. Follow the designated health and safety procedures, be alert to the hazards <br /> associated with working on any construction site in close proximity to heavy equipment, and above all <br /> else, use common sense and exercise reasonable caution at all times. <br /> 1.2 Safety Personnel&Chain of Command <br /> Contractor personnel responsible for health and safety on this project will include the Project Health <br /> and Safety Coordinator, the Project Manager, and the field team leader / on-site Health and Safety <br /> Officer. The Project Health and Safety Coordinator will have overall responsibility for establishing <br /> appropriate health and safety procedures for the project(as presented in this Health and Safety Plan) <br /> and shall have the authority to implement those procedures including, if necessary, the authority to <br /> temporarily shut down the project for health and safety reasons. The field team leader/on-site Health <br /> and Safety Officer will be responsible for assuring that the procedures designated in this Health and <br /> Safety Plan are implemented in the field and also has the authority to temporarily shut down the project <br /> for health and safety reasons. The Project Manager will have overall responsibility for project health <br /> and safety and has the authority to take whatever actions may be necessary to provide a safe working <br />
