0 3.1 PROJECT DIRECTOR/PROJECT MANAGER <br />The Project Director/Project Manager shall have overall authority for all CQA activities. <br />3.2 CONSTRUCTION MANAGER <br />The Construction Manager will serve as the Project Director's on-site representative. All CQA <br />functions will be under his direct authority. All coordination, reporting and issues related to non- <br />compliance will be directed through the Construction Manager. In addition, he will participate <br />with the Engineer and Geotechnical CQA Consultant in all decisions related to design issues <br />which arise during the course of construction. <br />3.3 LANDFILL ENGINEER <br />The Landfill Engineer will be responsible for reviewing all design issues which may arise during <br />construction. The approval of the Landfill Engineer will be required prior to any design changes. <br />3.4 GEOTECHNICAL CQA CONSULTANT <br />The Geotechnical CQA Consultant will be responsible for reviewing all earth material or <br />geosynthetic material issues which may arise during construction. Geotechnical consultant <br />® approval will be required for any earth or geosynthetic material modifications or for any design <br />modifications which may impact the performance of the final cover. <br />• <br />3.5 CQA OFFICER <br />The CQA Officer will be a representative of the Geotechnical CQA Consultant and shall be <br />responsible for overall review, observation, sampling and testing activities for construction. <br />Specific duties of the CQA Officer include: <br />Review of all designs, Project Drawings and Specifications. <br />• Implementation of the CQA Plan including: assignment and management of all CQA <br />personnel; review of all field reports; and engineering review of all CQA related issues. <br />• Review of all design changes. <br />• Familiarization of all CQA Monitors with the site and the CQA requirements for the project. <br />• Attendance at CQA related meetings, (i.e. preconstruction, progress and special meetings) as <br />required. <br />• Participation in the preparation of Record Drawings. <br />GLA/20050082/FORWARD/CQAPLAN.dod7/15/E005 <br />-5- <br />GeoLogic Associates <br />
