L. The minimum compaction for all fill materials placed is specified as 90 percent of the <br />maximum dry density as determined by ASTM D 1557 and the specified moisture content is <br />2% above or below optimum moisture content as determined by ASTM D1557. <br />M. The maximum hydraulic conductivity of the fill materials is specified as 1.0x10-6 cm/sec as <br />determined by ASTM D5084 or modified USBR E 9600. <br />N. The Contractor shall selectively excavate soils from pre -approved off-site or on-site borrow <br />sources as identified by the Landfill Engineer and Geotechnical CQA Consultant (or his <br />representative) during the grading operations. The cover soils shall contain sufficient fine- <br />grained constituents such that gravel size and larger fragments do not cluster during <br />construction. All import soils shall be free of potentially hazardous environmental pollutants. <br />O. In the designated processing areas, cover soils shall be processed to obtain a uniform soil <br />condition. <br />P. Protective cover soils shall be moisture conditioned (or dried) as necessary to 2% above or <br />below optimum moisture content as determined by ASTM D1557. <br />Q. Neither material import nor cover production shall exceed the capability of the processing <br />operation to meet the project specifications. <br />R. Representative samples of fill materials will be tested in the laboratory in order to determine <br />the physical characteristics of the material. During processing and/or grading operations, no <br />soils or soil types other than those previously analyzed may be used, unless the Geotechnical <br />CQA Consultant. documents the suitability of these soils with appropriate additional testing <br />paid for by the Contractor. <br />S. Where tests indicate the moisture content, density, saturated hydraulic conductivity, and/or <br />other required soils characteristics of any fill or portion thereof is below the project <br />requirements, the particular layer or portion shall be retested and if necessary reworked <br />and/or removed and replaced until the required condition has been attained. No additional <br />fill shall be placed over an area until the last fill has been tested horizontally and vertically <br />and meets the requirements of this document to the satisfaction of the Geotechnical CQA <br />Consultant. <br />T. Where work is interrupted by heavy rains, fill operations shall not be resumed until <br />observations and field tests by the Geotechnical CQA Consultant indicate the moisture <br />content and density of the in-place fills and/or materials intended for placement are within the <br />limits previously specified in (P). <br />U.
