The report presents grading plans, <br />slope stability calculations, surface drainage, containment system design, material <br />specifications and construction quality assurance procedures for a new solid waste <br />management unit (WMU) at Forward Landfill. <br />The Design Report is in general compliance with Title 27, California Code of Regulations (Title <br />27), Waste Discharge Requirements Order No. R5-2003-0049, and your facility's Joint <br />Technical Document. The base liner system complies with Title 27 standards, the side slope <br />and interface liners are previously approved engineered alternative designs. The following <br />should be included in the final CQA report: <br />1. The CQA report must contain sufficient information for RWQCB staff to determine <br />that the unit was constructed in compliance with this Design Report, Title 27 and <br />Waste Discharge Requirements. <br />2. Contain As -Built Drawings of the major components including the leachate collection <br />system, pipe layout, top of subgrade, tope of drainage gravel, top of operations layer, <br />sump connections and a map showing locations of all CQQ testing. <br />3. Copies of weekly construction reports should be FAXed to RWQCB staff each week. <br />Daily, weekly and other construction reports and change orders should be <br />documented in the final CQA Report. <br />Staff finds that the design plans and specifications comply with Title 27, the facility's WDRs and <br />we concur with the plan.
