It appears the waste was dumped on bare dirt, and <br />not a clay pad as they claim, unless they imported clay dirt, and prepped the land, which is not likely. The <br />only reason I persist to question this violation is that before their practice of dumping in the area off <br />Newcastle, they used to dump the cannery waste on the area where they hope to expand the dump, to the <br />southwest and were caught building a road from the composting area to this area. After they were caught <br />and forced to shut that road down, they merely moved on to the bare land off Newcastle so as not to miss a <br />beat in accepting the waste.
