Republic Services (Discharger) owns and <br />operates the facility. <br />On 28 June 2013, Central Valley Regional Water Quality Control Board staff received a <br />complaint that the Discharger was accepting and spreading cannery waste in an unpermitted <br />disposal area located north of the landfill. Staff subsequently contacted the Discharger on <br />2 July 2013 to discuss the complaint. <br />On 3 July 2013, the Discharger confirmed in writing that cannery waste (mud) had been placed <br />on a clay pad north of the landfill for drying prior to being transported to the landfill for use as <br />daily cover. Additionally, the Discharger informed staff that the operations had recently <br />changed, that the land north of the landfill was no longer being used, and that the cannery <br />waste was now being dried on a clay pad located on the Class II waste management unit (cells <br />FU -04 and FU -05). <br />On 12 July 2013, the Discharger and staff met to discuss the current treatment ,and disposal <br />operations related to cannery waste at Forward Landfill. Based on our discussions and a <br />subsequent site inspection on 15 July 2013, staff understands that currently three forms of <br />cannery waste are being accepted, treated, and disposed of by the Discharger. <br />Cannery residuals, which consist of whole fruits and vines, pomace, culls, leaves, peels, <br />and seeds, is currently being treated and disposed of at the composting facility, which is <br />permitted by San Joaquin County; <br />Cannery rinsate water, which contains one to two percent solids, is currently being treated <br />and disposed of in the Class II surface impoundment at the landfill; and <br />Cannery mud, which consists of approximately 40 to 50 percent solids, is currently being <br />spread, disked, dried and stockpiled for use as daily cover on a clay pad reportedly 2.5 to <br />3.0 feet thick located on top of waste management units FU -4 and FU -5. <br />KARL E.
