i <br />Forward landfill - 3 - 22 July 2013 <br />San Joaquin County <br />as alternative daily cover must cease immediately, unless and until Republic Services submits <br />a copy of the approval from the LEA to the Regional Board. <br />By 26 July 2013, Republic Services shall either (a) submit a report certifying that the discharge <br />of rinsate water to the Class II surface impoundment has ceased, the discharge of cannery mud <br />has ceased, cannery waste is no longer used as interim cover, and the land north of the landfill <br />willnot be used for the disposal of cannery waste until authorized by WDRs, or (b) submit <br />Operations Plans (as described above) and approval from the LEA to use the cannery waste as <br />alternative daily cover. Either report shall also document the volume of these materials that <br />was accepted at Forward Landfill during 2013. <br />The Central Valley Water Board expects that Republic Services will comply with all <br />requirements of the WDRs' and will not accept any wastes which are not permitted under the <br />WDRs. We will evaluate your submittals in considering whether to propose issuance of an <br />administrative civil liability complaint.
