Based on our discussion, my understanding is that the rinsate water would be <br /> containerized onsite and distributed to the windrows by a water truck. The water would be <br /> applied at a rate to minimize leachate generation. The windrows are located on asphalt and/or <br /> clay surfaces to minimize leachate percolation. The windrows are turned following the water <br /> application and this maximizes composting efficiency while minimizing potential odor <br /> generation and vector attraction.The facility is graded to contain run off and storm water and <br /> associated leachate drains to the storm water pond on the west side of the facility. <br /> This application of cannery rinsate water to the compost piles seems to be a beneficial reuse of <br /> the waste. However, since the Regional Board does not currently regulate the compost facility, <br /> you would need to check with the County to see if the use of rinsate water would be allowed. <br /> When the State Board finalizes the general order for composting facilities the Regional Board <br /> will evaluate the composting operation to determine if coverage under the Order is appropriate. <br />
