We <br /> understand that Forward was dumping the waste on an area that is identified astheir borrow soil area for operations atthe <br /> landfill. This area isanatural lens ofclay soil,soinessence itisaclay pad. <br /> Atthis time,the Regional Board is not considering any additional enforcement actions with regard to the previous handling and <br /> disposal ofcannery waste. It appears the VV8sf8 was dumped On bare dirt, and <br /> not B clay pad as they claiDR, unless they imported clay dirt, and prepped the l@Od. which is not likely. The <br /> only reason | persist to QUeSfiOO this violation is that before their practice of dumping in the area off <br /> Newcastle, they used to dump the C@OOerV VV@sfe OO the area where they hODG to expand the dUDlp, to the <br /> southwest and were C@Ughf building a PD@d from the CO[OpO8tiDg area to this area.
