Subject: Comments for Draft JTD for Forward Landfill <br />The JTD will need to be officially submitted to the EHD. The official submittal will need to <br />include an application for a Solid Waste Facility Permit (E177 form) along with a Service <br />Request Form and the fee of $625.00. Below you will find a list of comments that were <br />generated by reviewing the draft JTD. You will need to address these comments prior to <br />officially submitting the JTD for review. <br />Page <br />Comments <br />2-4 <br />Section 2.5 refers to a letter from the Stockton Municipal Airport noting <br />that significant bird hazards were not caused by either the Forward or <br />Austin Road Landfills. The EHD staff has reviewed all environmental <br />documents for both facilities and was unable to locate that letter. Provide <br />a copy of the letter or strike the text from the JTD. <br />2-5 <br />Section 2.5 discusses the buffer area and the restrictions in that area. Road <br />building needs to added to the list of restrictions for that area. <br />2-6 <br />Section 2.6.1 Permits. The section lists a depredation permit. It is the <br />EHD staffs understanding that permit has expired. If the permit is not <br />expired provide a copy of the permit. The depredation permit should be <br />listed in the bird control program as well. If the permit is expired then <br />remove the text from the JTD. <br />5-9 <br />Section 5.2.6.3 Realignment of Littlejohn's Creek. This section describes <br />realignment of the South Branch of the South Fork of Littlejohn's Creek. <br />This is not part of an approved project and the text needs to be removed <br />from the JTD. Revise. <br />6-1 <br />Section 6.1.1 Current Hours of Operation. This section states that the <br />facility is open 4am to 9pm on Saturdays. This is incorrect. Provide the <br />actual hours of operation on Saturdays. <br />6-7 <br />The Process Green Material (PCM) has not been used at the landfill for <br />over 3 years. The area use to accept and process the PCM is now used for <br />the disposal of solid waste. The facility must notify the EHD 30 days <br />prior to resuming use of PCM. The notification needs to be accompanied <br />with a site map indicating the area where the acceptance and processing <br />the PCM will occur. Revise the JTD to reflect actual conditions at the site. <br />6-8 <br />Section 6.4.7Alternative Daily Cover. This section talks about the removal <br />of synthetic tarps. The process listed here does not describe the Tarp "o" <br />Matic utilized by the facility. Revise to describe actual conditions at the <br />site. <br />6-15 <br />No example of ACW survey plat in Appendix O. <br />7-10 <br />Probe GP 1ORB is not mentioned in the probe replacement. <br />LFGTE is not in operation. The JTD states it is in operation in spring <br />2013. <br />7-11 <br />JTD states condensate is pumped into a holding, treated and disposed of at <br />an appropriate facility. Is this what is going today? <br />7-14 <br />JTD states "assumed tarped during transportation".
