C:]
April 8, 2014
Current Status: Leachate control and reporting are being conducted as
discussed in the JTD and in accordance with the site's Waste Discharge
Requirements issued by the RWQCB. The landfill cell anchor trenches are
elevated two to three feet to provide stormwater protection to the waste
management units.
Identified in EIR:
Continued monitoring of the effectiveness of mitigation measures for
leachate shall be performed by the responsible regulatory agencies
(currently the RWQCB and, for the WMU-A, the DTSC). These agencies
keep abreast of state-of-the-art information on leachate generation
mechanisms and appropriate mitigation. If, in the future, monitoring
demonstrates that the procedures above were insufficient to mitigate the
effects of landfill -generated leachate, the agencies will, as appropriate,
require additional mitigation measures.
Current Status: Forward will adjust its leachate control program when, and
if, required by the responsible agencies.
f. 48 (F.5)
Proposed as Part of the Project:
Maximum pre -loaded settlement of the combined landfill is projected in the
JTD to provide the maximum period for settlement, and take advantage of
anticipated improvements in geosynthetic technology.
Future design for the vertical expansion will, if necessary, include
additional components in the liner system, depending on future differential
settlement on the liner system.
The extraction wells proposed as part of the Revised Engineering
Feasibility Study (AEE, 2001 B) will be maintained and monitored during
combined landfill build -out phases, and modified as needed based on the
RWQCB's review of monitoring data.
The appropriate responsible agencies, CalRecycle and RWQCB, shall
conduct a review of the liner and leachate collection system for the vertical
expansion over the existing landfill(s) proposed in the JTD.
Current Status: Forward has and will continue to submit design plans for
construction of all waste management units to the responsible regulatory
agencies. The construction of cells on the top- deck of the former Austin Road
landfill has been completed and approved by the RWQCB. The extraction
wells proposed as part of the Revised Engineering Feasibility Study (AEE,
Page 27
