Republic Services (Discharger) owns and <br /> operates the facility. <br /> Provision H.8 G of Order R5-2014-0006 requires the submittal of a Cannery Waste Water <br /> Quality Protection Standards Report by 1 September 2014. Based on a review of our files, the <br /> report has not been submitted. Instead, on 28 August 2014, the Water Boards Permitting staff <br /> received a request from a consultant for an extension to submit the report by 1 May 2016. The <br /> request cited insufficient data (less than eight quarters) as the reason for the request. As <br /> explained during our 13 August 2014 meeting, all correspondence related to compliance with <br /> the WDRs must be sent to the Compliance and Enforcement Unit and not the Permitting Unit. <br /> Section 20415, of Title 27 outlines the minimum duration for establishing a data set. Section <br /> 20415 states: General Water Quality Monitoring and System Requirements e.6, Initial <br /> Background Sampling- "For each unit, the discharger shall collect all data necessary for <br /> selecting the appropriate data analysis methods pursuant to¶(e)(7-9) and for establishing the <br /> background values specified pursuant to ¶(e)(10). At a minimum, this data shall include <br /> analytically data obtained during quarterly sampling of all background monitoring points for a <br /> period of one year, including times of expected highest and lowest annual elevations of the <br /> groundwater surface. For a new unit, this data shall be collected before wastes are discharged <br /> at the unit and background soil pore liquid data shall be collected from beneath the unit before <br /> the unit is constructed." Based on a review of monitoring data submitted to Geotracker@, <br /> sufficient data has been collected to meet the minimum requirement of Section 20415. <br /> Therefore, Forward Landfill shall submit/upload the past due Cannery Waste Water Quality <br /> Protection Standards Report to Geotracker©no later than 31 March 2015. The report shall <br /> contain the information required by Provision H.8 G of Order R5-2014-0006. <br /> Please note that we have transitioned to a paperless office. Therefore,please ensure that all <br /> future site documents are uploaded to Geotracker©as required by the California Code of <br /> Regulations, and that after each document is uploaded, that a notification e-mail is sent to <br /> KARL E.
