A <br /> ` CENTRAL VALR Y REGIONAL WATER QUALITY RNTROL BOARD <br /> DATE: 28 December 2011 <br /> LOCATION & COUNTY Forward landfill <br /> CONTACT(S): Don Litchfield, Environmental Manager, Republic Waste <br /> INSPECTION DATE: 8 December 2011 <br /> INSPECTED BY: Howard Hold (RWQCB), <br /> ACCOMPANIED BY: Don Litchfield, Republic Waste, Rubin Ramirez, Republic Waste, <br /> Mohammad Farhad, RWQCB <br /> OBSERVATIONS AND COMMENTS <br /> Staff met with Don Litchfield and Rubin Ramirez of Republic Waste to inspect the site. <br /> Staff observed the installation of an evaluation monitoring well located north of the <br /> facility adjacent to Newcastle Road. While at the drill site, the drillers were pouring filter <br /> pack sand down the borehole. Staff discussed the progress of the well installation with <br /> Erin Fanning from Herst and Associates. She said it would be grouted later that day and <br /> then they would be mobilizing to another location. (See Figures 1 and 2) <br /> The landfill was also installing an "ET" monolithic cover over the western. portion of the <br /> old Austin Road Waste Management Unit. Heavy equipment was being used to <br /> compact the soil material. Material for the cover was being borrowed from a pit, north of <br /> the landfill. (See Figures 3, 4 and 5) <br /> The landfill has prepared their winter operation pad. It is well protected, from the <br /> elements. They have installed litter fences around the operations area to prevent waste <br /> from blowing offsite. Crushed concrete and bricks will be used as road base material to <br /> limit the tracking of mud. The southern landfill at forward was winterized by hydro- <br /> seeding the slopes. There has not been enough rain for germination to have started at <br /> the time of the inspection. (See Figures 6 and 7) <br /> The landfill is operating a green waste recycling facility. (See Figure 8) <br /> SUMMARY: <br /> The Discharger appears to operating within the conditions of their Waste Discharge <br /> Requirements. No violations were observed. <br /> Inspected by: <br /> CIWQS Inspection ID 6709236 <br />
