FORWARD <br /> LANDFILL ILL 9999 S.Austin Road <br /> Manteca,CA 95336 <br /> (209)9824298, Fax(209)982-1009 <br /> April 20, 2012 <br /> JN: 2011-0050 <br /> Mr. Ross Atkinson <br /> Central Valley Regional Water Quality Control Board <br /> 11020 Sun Center Drive, Suite 200 <br /> Rancho Cordova, CA 95670-6114 <br /> SUBJECT: FIRST QUARTER 2012 <br /> WATER QUALITY MONITORING REPORT <br /> FORWARD LANDFILL <br /> SAN JOAQUIN COUNTY, CALIFORNIA <br /> Forward Incorporated(Forward) is pleased to submit the subject water quality monitoring report <br /> for the Forward Landfill in compliance with reporting requirements of the Regional Water <br /> Quality Control Board- Central Valley Region(RQCB) Waste Discharge Requirements <br /> (WDRs) Order Number R5-2003-0049, which combined operations at the former Austin Road <br /> and Forward Landfills under a single permit. The combined landfills are referred to as the <br /> Forward Landfill hereafter. The Forward Landfill is regulated by two monitoring programs <br /> including the RWQCB WDR Order No. R5-2003-0049; and the Department of Toxic Substances <br /> Control (DTSC) Post Closure Permit No. CAD 990794133. A separate annual report is <br /> submitted to the DTSC in March each year addressing the Post Closure Permit Requirements and <br /> focuses on Waste Management Unit(WMU)A. However, all analytical data are provided in <br /> each report and the requirements of each program are being satisfied. This report presents <br /> quarterly sampling results for the reporting period dating from January 1 to March 31, 2012 (first <br /> quarter 2012). During the first quarter 2012 monitoring period, no notices of violation were <br /> issued by the San Joaquin County Environmental Health Department. <br /> For the Forward Unit, environmental monitoring for the first quarter 2012 yielded results similar <br /> to previous quarters. Diisopropyl ether(DIPS) was measured above its practical quantitation <br /> limit (PQL) in the samples collected from wells -2A and MW-16. In addition, one or more <br /> volatile organic compounds (VOCs) were measured at estimated trace concentrations in the <br /> samples collected from wells MW-14 and MW-18. Concentration limits(CLs)were exceeded <br /> for constituent concentrations in wells MW-2A, -15, W-16, MW-18, and MW-24. <br /> Excluding non-impact constituents and low-level VOCs, confirmation sampling for strontium in <br /> well MW-18 will be performed in May 2012 during the second quarter 2012 monitoring event, <br /> and in June 2012. The results of the confirmation sampling will be provided under separate <br /> cover. <br /> Groundwater quality conditions beneath the Austin Unit during the first quarter 2012 monitoring <br /> period are generally similar to historical results. CLs were exceeded in DMP wells AMW-6, <br /> AMW-7, AMW-13 and AMW-14; however, with the exception of the barium and chloride <br /> concentrations measured in well AMW-14,no CLs were exceeded for constituents that exhibited <br /> statistically significant increasing trends.
