Monitoring points at the Austin Unit have been constructed to monitor the groundwater/surface water at the facility as follows: Austin Unit Groundwater Monitoring Network Monitoring Point Monitoring Point I.D. Groundwater Monitoring AMW-2 Well-Background DMP Wells AMW-6,AMW-7,AMW-12,AMW-13,AMW-14 CAP Wells AMW-1,AMW-4,AMW-5R,AMW-10,AMW-11,AMW-18,AMW-19, AMW-19BR EMP Wells AMW-13B,AMW-18B,AMW-21/21S,AMW-22/22S,AMW-24R/24SR, AMW-25,AMW-26R,AMW-28,AMW-29/29S,AMW-30/30S, AMW-31/31S,AMW-32/32S Domestic Wells 7898-A,8106-A Surface Water Stations ASW-1,ASW-2 1.2 COMPLIANCE RECORD With the exception of Waste Management Unit(WMU)A,the Forward Landfill has been operated as a Class II and Class III landfill since it opened in 1973. However,from 1979 to 1984,industrial wastes,consisting primarily of strontium and barium sludge, were accepted at the landfill and placed in WMU A. In 1984,the DTSC determined that WMU A should be closed as a Class I hazardous waste management unit. The final cap was completed in 1989(Kleinfelder 1999). A hazardous waste facility post-closure permit("the initial post-closure permit")was issued for the Site on January 2, 1990. On February 25, 1994, Forward Landfill requested that the DTSC modify the initial post-closure permit to reduce the number of sampling events from eight per year(two quarterly)to four per year. DTSC approved this request("Modification No. 1")in a letter dated March 2, 1994(Kleinfelder 1999). On November 4, 1994, a revised post-closure maintenance plan (RPCMP)was submitted to the DISC. The DISC approved the RPCMP and issued Permit Modification No. 2. This modification superceded all of the requirements of the initial post-closure permit and Modification No. 1. The DTSC issued a revised Postclosure Permit on June 30, 2003. Forward Landfill implemented the Corrective Action Program for the site, which was based on a two-year proof period that began on June 7, 1995. WDR Order No. R5-2003-0049 was formally adopted by the RWQCB on March 14, 2003,which combined the former Austin and Forward Landfills into one landfill, now known as the Forward Landfill. In response to continued detection of VOCs in groundwater downgradient of the Austin Road Unit, the RWQCB issued a Cleanup and Abatement Order(CAO)on December 8, 2008. Under the CAO,Forward has installed 24 additional groundwater monitoring wells (five of which were later abandoned)to help define the vertical and lateral extent of VOCs in groundwater downgradient of the Austin Road Unit.
