Value Engineering conducted a continuity test of the leachate collection and removal <br /> system(LCRS)on August 23 and 24, 2013 at the Forward Unit. The tracer dye test <br /> results indicate that continuity is present across the LCRS units WMU-F North and <br /> WMU-F West, and no excessive leachate is backed up in the drainage layer or sump of <br /> the LCRS units. <br /> 4.5 AUSTIN UNIT <br /> Groundwater <br /> Groundwater elevations measured during the 2013 monitoring year generally reflect <br /> seasonal precipitation patterns. Hydrographs depicting historical groundwater elevations <br /> are presented in Appendix D and indicate generally static trends. During the 2013 <br /> monitoring year groundwater flow was generally directed to the north, northeast and east. <br /> However, in addition to the north,northeast and east flow directions groundwater flow <br /> was also noted to the northwest during the second quarter and to the southeast during the <br /> first quarter. These anomalous flow directions are believed to be the result of adjacent <br /> agricultural pumping. Groundwater generally flowed at a gradient between 0.001 ft/ft to <br /> 0.004 ft/ft below the Austin Unit in 2013. <br /> Groundwater quality conditions beneath the Austin Unit during the 2013 monitoring year <br /> are generally similar to those observed in the previous monitoring year. For DMP wells, <br /> CLs were consistently exceeded during the 2013 monitoring year at wells AMW-12 and <br /> AMW-13; and intermittently in wells AMW-6,AMW-7, and AMW-14. Well AMW-13 <br /> consistently contained VOCs at concentrations greater than PQLs and wells AMW-6 and <br /> AMW-14 contained at least one VOC at a concentration greater than PQLs during three <br /> of the four monitoring quarters (well AMW-14 was not sampled during the third quarter). <br /> In the CAP wells, VOCs were consistently detected in wells AMW-1 and AMW-19BR at <br /> concentrations exceeding the PQL; during two quarters at well AMW-10; and during one <br /> quarter at well AMW-19. Trend analyses indicate increasing trends were noted for three <br /> VOC constituents in well AMW-1 during each quarter. The increasing trend exhibited <br /> for cis-1,2-DCE at well AMW-1 suggests reductive dechlorination is occurring in the <br /> vicinity of this well. Decreasing trends were noted for at least one VOC constituent(for <br /> at least three quarters)during the 2013 monitoring year at wells AMW-1,AMW-4, <br /> AMW-10,AMW-11, and AMW-19BR. <br /> In response to continued detection of VOCs in groundwater downgradient of the Austin <br /> Road Unit,the RWQCB issued a CAO on December 8, 2008. Forward has installed 19 <br /> additional groundwater monitoring wells downgradient of the Austin Unit as part of an <br /> on-going EMP investigation. <br /> Surface Water <br /> Surface water samples were collected quarterly(except the fourth quarter 2013; dry)from <br /> surface water stations ASW-1 and ASW-2 during the 2013 monitoring year.
