- GLA ran the first clay stockpile permeability evaluation test at 90% compaction <br />and 3% over optimum moisture. The results showed a failing permeability. GLA <br />also ran a new test at 5% over optimum to see if that configuration of moisture will <br />provide passing results. This test also failed. Based on this, GLA stressed the <br />importance of getting as much moisture as possible into the clay and Guinn agreed <br />and stated that they were working the disk on the stockpile and are coordinating <br />with GLA to get the best product available. <br />- GLA took three Shelby tube samples of the clay liner and drove them to their <br />Grass Valley laboratory for permeability testing. All three of the in situ clay liner <br />samples tested passed the requirements of the permeability. <br />5. Issues which impede the construction schedule and corrective measures: <br />- Section 3.3, E., 12. of the geomembrane specifications calls for the Geosynthetic <br />Contractor to generate a change order with the Owner if they seam the material at <br />a temperature over 104 degrees F. This language was clarified with the designer, <br />Lewis Engineering, and what will be required is a letter from the Installer stating <br />that welding at the higher temperatures will not cause any short or longterm <br />damage to the geomembrane. In addition, Comanco will increase the trial welds to <br />one every 2 hours as well as increasing the number of destructive seam samples in <br />this area. <br />6. Review f submittals and RFI's: <br />- Guinn provided the coarse gravel submittal, S-04. The gradation of the coarse <br />gravel did not meet the requirements of the specifications and no permeability <br />value was provided. Ginter with Guinn stated that this material was utilized on a <br />prior job and contacted the Designer to see if the material was acceptable. <br />Following a discussion with Lewis Engineering, another source from Granite was <br />identified that still does not meet the specifications, but is a coarser material. To <br />compensate for the smaller grain size, Guinn will be submitting a RFI on smaller <br />slot sizes for the piping and tank. Guinn still needs to have the permeability of the <br />material checked and will work with GLA to get this accomplished. <br />7. Review of CQA activities:- <br />- GLA shipped the remainder of the drive tube samples from the production clay <br />liner for permeability testing to GLA's laboratory. <br />- GLA monitored the clay processing and placement and worked with Guinn to get <br />the clay as wet as possible without pumping to ensure a lower permeability. <br />- GLA is continuing the LSDS testing on the geomembrane versus clay interface. <br />The clay was moisture conditioned to a higher level to simulate the field conditions. <br />All other interfaces are passing the specified values. <br />- GLA's second CQA Monitor assisted in the testing of the clay and geosynthetics. <br />All the clay testing, with the exception of two tests in the sump area, is complete <br />and in compliance with the specifications. <br />Forward Landfill WMU FU -13 <br />Progress Meeting Minutes Page 3 <br />
