FORWARD LANDFILL <br /> NON-WATER CORRECTIVE ACTION PLAN <br /> ® 1.0 INTRODUCTION <br /> Based on recently enacted State regulations established within the California Code of <br /> Regulations, Title 27, Section 22 10 1, effective July 1, 2011, on or before the date of the first <br /> permit review or revision or plan review, the State now requires preparation of a cost estimate to <br /> address corrective action in the event of all known or reasonably foreseeable releases to water <br /> and as a result of a non-water release from a solid waste landfill. Under this regulation, the <br /> operator may provide the cost and financial assurance for complete replacement of the final <br /> cover system, or may submit a site specific non-water corrective action plan that addresses the <br /> potential damage that can be caused by a reasonably foreseeable causal event that exceeds the <br /> landfill's existing design standard. Based on the potential damage, a cost estimate is developed <br /> for restoration of the landfill to its design standard. Potential reasonably foreseeable causal event <br /> to be considered, as identified by the California Department of Resources Recycling and <br /> Recovery (CalRecycle) Proposed Best Management Practices (BMPs) for Preparing Site- <br /> Specific Non-Water Quality Corrective Action Plans, include earthquakes, precipitation, <br /> flooding, fire, or tsunami. <br /> The Forward Landfill is an approximately 567-acre facility comprised of the former Forward <br /> Class II, and City of Stockton Austin Road Class III landfills, located in San Joaquin County, <br /> about 7 miles southeast of the City of Stockton. Forward Inc. (Forward), operates the Forward <br /> Landfill and is currently in the process of preparing environmental documents to expand the <br /> landfill by approximately 184 acres to 751 acres. The expansion area is located southwest of the <br /> existing landfill and will also include relocating the South Fork of South Littlejohns Creek <br /> (Figure 1), also referred to as the South Branch of the South Fork of Littlejohns Creek. Because <br /> of the required permit revisions to address the landfill expansion, it will also be necessary to <br /> provide a cost estimate for potential non-water release scenarios under the new law. Forward, <br /> Inc. has elected to develop a Site-Specific Non-Water Corrective Action Plan(NWCAP). <br /> However, because the expansion has not been permitted, this NWCAP will only address the <br /> current landfill area. <br /> Forward Inc., the owner and operator of the Forward Landfill,has proposed to expand the <br /> landfill to the south by relocating the South Fork of South Littlejohn Creek onto parcels located <br /> to the south and west of the existing landfill footprint as shown on Figure 1. In addition to this <br /> expansion, the Forward and Austin Units of the Forward Landfill will be joined by infilling <br /> between the two units. Pursuant to California Code of Regulations(CCR) Title 27, Sections <br /> 22220 and 22221, this report and attachments present an evaluation of potential corrective action <br /> costs that may be required to address water quality impacts associated with a release from the <br /> Forward Landfill prior to the proposed expansion, since the additional expansion area has not <br /> M:\2011-012"WFA REPORT.DOCX 1 Geo-Logic Associates <br />
