FORWARD LANDFILL <br /> NON-WATER CORRECTIVE ACTION PLAN <br /> not located in an area of wildfire threats. Therefore, it can be assumed that the landfill falls <br /> under the low risk due to the surrounding agriculture land and creeks. However, a study of the <br /> 50 feet surrounding the landfill must be taken into account. As stated above, the north and <br /> northwest sides of the landfill are bounded by the relocated North Fork of South Little Johns <br /> Creek, and the creek is wider than 50 feet. The east side of the Landfill has a perimeter access <br /> road that runs adjacent to Austin Road, and the combination of the two is also wider than 50 feet. <br /> To the south and southwest, the Landfill is bounded by the South Fork of South Little Johns <br /> Creek and farmland (see Figure 1). Therefore, it is concluded that there is little potential wildfire <br /> threat within 50 feet of Forward Landfill. <br /> The existing JTD for the Forward Landfill contains control measures related to fires and <br /> firefighting. The JTD includes a Health and Safety Plan, which includes a Fire Prevention Plan <br /> component. The potential for impacts from fire is considered to have been addressed and is <br /> outside of the definition of the reasonably foreseeable impact. <br /> 4.4 FLOODING IMPACTS <br /> 4.4.1 Introduction <br /> ® CalRecycle's BMPs require the evaluation of the flood causal event. The section must show the <br /> location of the landfill from the 500-year flood zone, shown as Zone C or X(unshaded area) on a <br /> flood map, if available. If the 500-year flood zone covers the refuse disposal area, the evaluation <br /> should analyze the predicted elevation of the flood waters to the landfill perimeter. If the <br /> predicted elevation covers the landfill, the flood event should be analyzed and assessed for <br /> potential erosion and saturation of the landfill due to the force of moving or standing water. <br /> Forward Landfill is located between the North Fork and the South Fork of the South Littlejohns <br /> Creek. Based on the Federal Emergency Management Agency(FEMA) Flood Insurance Rate <br /> Maps (FIRM) for the San Joaquin Valley, the Forward Landfill is located within four FIRM <br /> Panels: 0490F; 0495F; 063017; and, 0635F (see Appendix A). Figure 9 presents the landfill's <br /> property boundary, limit of waste, and realignment of the North Fork of South Littlejohns Creek <br /> overlain on the FIRM map with associated flood zone areas. From the FIRM Legend, the <br /> majority of the landfill is located within"Zone X", which are areas determined to be outside the <br /> 0.2 percent annual chance floodplain. The area east of Austin Road at the North Fork of South <br /> Littlejohns Creek is labeled as "Zone AO, (Depth 1)", which are areas with flood depths of one <br /> to three feet.
