FORWARD LANDFILL
NON-WATER CORRECTIVE ACTION PLAN
5.0 ANTICIPATED METHODS OF MITIGATION
Methods to repair or reduce the incidence of damage associated with the reasonably-foreseeable
non-water scenarios presented in Section 4.0 are presented in the following sections.
5.1 MITIGATION OF SEISMICALLY-INDUCED IMPACTS
As described in Sections 4.1.1 through 4.1.3, the probability of impact to the site from a seiche,
tsunami, or ground rupture is negligible, and outside of the realm of a reasonably foreseeable
impact and would not require mitigation.
As presented in Section 4.1.4,the impact to the site associated with liquefaction or dynamic
settlement that might occur during an MCE event is negligible, and would not require mitigation.
As demonstrated in Section 4.1.5, the yield accelerations for existing slope configurations and
the final cover system are significantly higher than the PGA associated with an MCE event.
These results suggest that slope deformation during an MCE event would be negligible, and
would not require mitigation.
5.2 MITIGATION OF FIRE-RELATED IMPACTS
5.2.1 Subsurface Fires
As discussed in Section 4.3.1, subsurface fires do not require mitigation as there is no causal
event since the Forward Landfill has provisions to prevent, monitor, and mediate subsurface fires
in their JTD. In addition, Republic Services, Inc. has standard operating procedures for
operating landfill gas systems, and Forward, Inc. has a site-specific landfill gas well alternative
operating scenario.
5.2.2 Wildfires
Wildfires are discussed in Section 4.3.2. Due to the location of the Forward Landfill in an
agricultural and local fire authority jurisdiction, wildfires are not a causal event for the facility
and therefore mitigation measures are not necessary as part of this NWCAP. However, as noted
earlier, the site has established mitigation measures as part of its Fire Prevention Program.
M:\2011-0128INWFA REPORT.DOCX 19 Geo-Logic Associates
