1-1 <br /> 1.0 PRELIMINARY CLOSURE PLAN AMENDMENT <br /> 1.1 Introduction <br /> The following Preliminary Closure/Post-Closure Maintenance Plan (PCPCMP) Amendment for <br /> Forward Landfill (FL) updates the existing Preliminary Plan prepared by Bryan A. Stirrat & <br /> Associates, Inc. (BAS), Lewis Engineering, and Geologic Associates (GLA) (dated 2002) and <br /> the subsequent revision submitted in 2004 (Amendment No. 2). Amendment No. 3, dated <br /> December 2008, was submitted by SWT Engineering (SWT) and approved by San Joaquin <br /> County Environmental Health Department (acting as the Local Enforcement Agency [LEA]) in <br /> January 2009. <br /> Amendment No. 2 included language regarding the phased closure (partial closure) of the <br /> site including the associated reduction to the maximum extent of the landfill ever requiring <br /> closure, as well as, the accompanying closure cost estimate. Pursuant to Title 27 of the <br /> California Code of Regulations (27 CCR), Section 21790(a), the purpose of a Preliminary <br /> Closure Plan is to provide a basis to establish a preliminary estimate of closure costs and <br /> post-closure maintenance costs for the landfill. The 2002 PCPCMP met this requirement; <br /> however, the objective of Amendment No. 2 (BAS, dated 2004) was to identify the <br /> information to gain agency approval. <br /> PCPCMP Amendment No. 3 (SWT, 2008) included engineering design plans (i.e., Closure <br /> Sequencing Plans) presenting the anticipated staged closure of the FL, which also showed <br /> existing and proposed final limits of waste placement (liner area); an estimate of the <br /> maximum extent of the landfill that will ever require closure at any given time during the life <br /> of the landfill based on the Staged Closure Sequencing Plans; the anticipated closure <br /> schedule for the initial closure stage based on volumetric calculations; and a revised closure <br /> cost estimate based on the maximum extent of the landfill ever requiring closure as based <br /> on the closure sequencing configuration. <br /> This 2013 Amendment (Amendment No. 4, dated May 2013) provides updated information <br /> reflecting the implementation of the Stages IA and IB closure and post-closure cost <br /> estimates prepared in compliance with 27 CCR and the subsequent reduction of the <br /> maximum extent of area ever needing closure over the active life of the landfill. The closure <br /> and post-closure cost estimates have been updated, along with supporting back-up, as part <br /> of the Five-Year Permit Review requirements. <br /> 1.2 Closure Sequencing <br /> The staged closure of the FL will be performed in accordance with the applicable regulatory <br /> standards included in 27 CCR, Chapters 3 and 4 and Title 40 of the Code of Federal <br /> Regulations (40 CFR), Subpart F. The closure sequencing for the FL will be implemented in <br /> eight stages (Stages I through VIII) as shown on Figures 1 through 8. The closure cost <br /> estimate is described in Section 1.8 of this document. The components and systems <br /> required for the staged closure of the FL include the final grading plan, final cover design, <br /> drainage, erosion and landfill gas system modifications, as well as site security.
