1-3
Assurance (CQA), including closure certification, will be completed for each closure stage to
verify proper final closure construction.
Stage I
Stage I is an approximate 90.2-acre area, as shown on Figure 1. This area includes the final
fill slopes on the northern and southern portions of the landfill from the edge of the base
liner system up to an elevation of 150 feet above mean sea level (AMSC). The Stage I area
was/will be closed in three stages (Stage IA, IB, and IC). Stage IA was closed in 2006 in
response to actions requested by the Regional Water Quality Control Board (RWQCB),
Central Valley Region. A Partial FCPCMP reflecting the closure of the Stage IA area was
submitted and approved by the regulatory agencies in 2005 and Stage IB was closed in
2011. The Stage IA and IB areas consisted of 50.2 acres, therefore, the remaining 40.0
acres will be closed as part of Stage IC closure. The closure volume estimates are based on
a permitted maximum waste fill elevation of 210 feet AMSL (see JTD Drawing 3-Final
Grading Plan) down to the base grades (see JTD Drawing 4-Base Grading Plan). As part of
this project, the area will be cleared and grubbed, as necessary, and the closure
improvements constructed (e.g., final cover, permanent drainage, landfill gas system
modification, etc.).
Stage II
Stage II is a 5.6-acre area as shown on Figure 2. This area includes the final fill slopes along
the southern slopes of the northern portion of the landfill up to an elevation of 150 feet
AMSL. The closure volume estimates are based on waste fill up to an elevation of 150 feet
AMSL down to master plan base grades. As part of this project, the area will be cleared and
grubbed, as necessary, and the closure improvements constructed (e.g., final cover,
permanent drainage, landfill gas system modification, etc.
Stage III
Stage III is a 5.9-acre area as shown on Figure 3. This area includes the final fill slopes
adjacent to Stage II along the southern slopes of the northern portion of the landfill to an
elevation of 150 feet AMSL. The closure volume estimates are based on waste fill up to an
elevation of 150 feet AMSL down to the master plan base grades. As part of this project, the
area will be cleared and grubbed, as necessary, and the closure improvements constructed
(e.g., final cover, permanent drainage, landfill gas system modification, etc.).
Stage IV
Stage IV is a 13.7-acre area as shown on Figure 4. This area includes the final fill slopes
located between Stages III and I and along the northern slopes up to an elevation of 150
feet AMSL. The closure volume estimates are based on waste fill up to an elevation of 150
feet AMSL down to the master plan base grades. As part of this project, the area will be
cleared and grubbed, as necessary, and the closure improvements constructed (e.g., final
cover, permanent drainage, landfill gas system modification, etc.).
Forward Landfill SWT Engineering
PCPCMP Amendment No.4-May 2013
z:\projects\allied waste\forward\five year permit rvw 2013\jtd-5 yr pr 2013\appendices\app a-pcpcmp 2013\pcpcmp amend 2013.doc
