® 1.3 STANDARD OBSERVATIONS
Landfill personnel perform weekly inspections of the facility. As provided in Appendix
A, these observations include identification of evidence of liquids entering or leaving the
landfill, indications of ponding on the landfill or erosion of the landfill cover soils, and
identification of strong landfill gas odors. No unusual conditions were identified during
the second quarter 2013 monitoring period.
In addition to Forward's inspections, the San Joaquin County Environmental Health
Department(CEHD)performed monthly inspections at the facility on April 12, May 31,
and June 28, 2013. No Notices of Violation (NOVs) were issued during the monitoring
period. Completed inspection forms are presented in Appendix A.
1.4 SOLID WASTE MONITORING
According to the Forward Landfill Operations Manager, Forward Landfill received a total
of 201,299 tons of solid waste during the second quarter 2013 (Appendix A). Figure 1-2
shows the approximate location of waste placement during the monitoring period. The
following types of waste were received:
Non-hazardous solid waste— 197,022 tons
Asbestos— 1,057 tons
® Sewage and wastewater sludge—3,220 tons
1.5 LANDFILL GAS MONITORING
During the monitoring period,no perimeter gas probes exceeded the regulatory limit of
five percent at the Forward Landfill. In accordance with CCR Title 27, Section
20937(a)(1), methane monitors are installed in all buildings at the site to protect public
health and safety and the environment. During the second quarter 2013,no methane was
detected in any of the facilities buildings.
2.0 FORWARD UNIT
2.1 WATER QUALITY MONITORING
Sampling and Laboratory Analyses
During the second quarter 2013, depth-to-water measurements were recorded in the
groundwater monitoring wells and groundwater and surface water sampling was
performed by Del-Tech Environmental Support Services (Del-Tech)between May 21 and
28, 2013. The lysimeters were checked for soil-pore liquid on May 28, 2013, and Del-
Tech reported that all lysimeters were dry.
Samples were collected by Del-Tech from each sample point containing sufficient liquid
and submitted to BC Laboratories (BC) of Bakersfield, California, a state certified
C:\2013-0021\FA_2Q13.doc 3 Geo-Logic Associates
