1.3 STANDARD OBSERVATIONS <br /> Landfill personnel perform weekly inspections of the facility. As provided in Appendix <br /> A, these observations include identification of evidence of liquids entering or leaving the <br /> landfill, indications of ponding on the landfill or erosion of the landfill cover soils, and <br /> identification of strong landfill gas odors. No unusual conditions were identified during <br /> the first quarter 2013 monitoring period. <br /> In addition to Forward's inspections, the San Joaquin County Environmental Health <br /> Department(CEHD)performed monthly inspections at the facility on January 25, <br /> February 15, and March 15, 2013. No Notices of Violation(NOVs) were issued during <br /> the monitoring period. Completed inspection forms are presented in Appendix A. <br /> 1.4 SOLID WASTE MONITORING <br /> According to the Forward Landfill Operations Manager, Forward Landfill received a total <br /> of 194,926 tons of solid waste during the first quarter 2013 (Appendix A). Figure 1-2 <br /> shows the approximate location of waste placement during the monitoring period. The <br /> following types of waste were received: <br /> Non-hazardous solid waste— 191,411 tons <br /> Asbestos—516 tons <br /> Sewage and wastewater sludge—2,999 tons <br /> 1.5 LANDFILL GAS MONITORING <br /> During the monitoring period, no perimeter gas probes exceeded the regulatory limit of <br /> five percent at the Forward Landfill. In accordance with CCR Title 27, Section <br /> 20937(a)(1), methane monitors are installed in all buildings at the site to protect public <br /> health and safety and the environment. During the first quarter 2013, no methane was <br /> detected in any of the facilities buildings. <br /> 2.0 FORWARD UNIT <br /> 2.1 WATER QUALITY MONITORING <br /> Sampling and Laboratory Analyses <br /> During the first quarter 2013, depth-to-water measurements were recorded in the <br /> groundwater monitoring wells on March 7, 2013 and all of the groundwater monitoring <br /> wells and surface water stations were sampled by Del-Tech Environmental Support <br /> Services (Del-Tech) between March 7 andl 1, 2013. The lysimeters were checked for <br /> soil-pore liquid on March 19, 2013, and Del-Tech reported that all lysimeters were dry. <br /> Samples were collected by Del-Tech from each sample point containing sufficient liquid <br /> and submitted to BC Laboratories (BC) of Bakersfield, California, a state certified <br /> C:U013-0021TA_1Q13.doc 3 Geo-Logic Associates <br />
