glss":ectaoa :e pairtrzteaa <br /> Pursuant to the Public Resources Code (PRC), Section 43220, staff of the California Department of Resources Recycling <br /> and Recovery(CalRecycie)conducted an 18-month inspection at the Forward Landfill,with the LEA. <br /> Also present during the inspection were: Christine Karl - CalRecycle, Michael Kith -San Joaquin County LEA, and Ruben <br /> Ramirez—Landfill Operations Manager. <br /> -CalRecycle staff and the LEA conducted an early morning inspection at the site, arriving at the work face at about 5:50 <br /> am. The work deck was clean and the application of the tarps and treated auto shredder waste (TASW) alternative daily <br /> cover(ADC) materials was good. Waste disposal operation was being conducted at the southern comer of disposal unit <br /> FU-10. The corner area fill work face was small but appeared adequate for the observed traffic volume. Transfer <br /> trailers, using the Tipper, were unloading from the top and packer trucks and other vehicles were unloading from the <br /> bottom of the work deck. An employee, using a water truck, sprayed water over the access roads and work deck areas- <br /> beginning before the start of the disposal:operation and continued through out the period of the inspection. The cover <br /> tarps were removed, traffic spotters assumed their positions and disposal operation started at about 6:00 am. The <br /> disposal operation continued to proceed well and litter control fences were strategically placed at the work face, to <br /> capture windblown litter. Also, starting early in the day, the operator was receiving and stockpiling several loads of <br /> TASK at the FU-6 area, which is close to the work face. <br /> -All roads and fill surfaces were in good condition. There were few minor erosions on a couple locations of the fill slopes <br /> (no waste exposure) that the LEA directed be repaired and the operations manager stated will be done.-CalRecycle staff <br /> and the LEA observed litter control employees cleaning litter along access roads and other areas of the landfill, and there <br /> were also collected fitter filled bags at various locations of the site, from previous collection activities. The operations <br /> manager stated that goats will be brought to control the vegetative growth over the fill surfaces. There were no birds at <br /> the landfill during the period of the inspection. The operator employs a Falconer to control birds at the site during the <br /> period that Seagulls and other birds may frequent the site (October-April). At the time of the inspection, we observed <br /> some Seagulls flying overhead on a northerly direction and the Falconer stated that the birds were migratory. The <br /> operations manager stated that during the other periods of the year,they use model airplane, whistlers and other noise <br /> makers to control birds at the landfill. CalRecycle staff and the LEA measured methane gas levels in three selected <br /> landfill gas (LFG)monitoring probes located at the southern property boundary using the LEA's Landtec GEM-2000 <br /> instrument. The methane gas levels we obtained were all within the regulatory limit of 5.00%. The highest methane gas <br /> reading we obtained in the probes was 0.1%. <br /> RECORDS REVIEW: CalRecycle staff and the LEA reviewed the disposal site and municipal solid waste landfill unit <br /> records at the landfill offices. The daily tonnages (everything through the gate at the landfill and transfer station <br /> operations) and traffic volume records indicated that the receipts were within the permitted limits of 8,668'tons per day <br /> (including the beneficial reuse materials) and 620 vehicles per day. The Log of Special Occurrences was up-to-date and <br /> load checks are conducted in the operation. The records also indicated that employees are provided with weekly and <br /> monthly training and safety meetings (agendas and signatures of attendees are maintained). CalRecycle staff and the <br /> LEA also reviewed the results of the operator's Fourth Quarter 2012 Perimeter Landfill Gas (LFG) Monitoring Probe and <br /> On-Site Structures Testing Report for the landfill. The results of the quarterly monitoring program indicated that methane <br /> gas levels in the probes and on-site structures were 0.00%. <br /> CLOSURE AND POST-CLOSURE MAINTENANCE PLAN: <br /> -The SWIS database indicates that a partial final plan for the landfill was approved by CalRecycle on August 25, 2011, <br /> and the requirements of the non-water release Corrective Action Plan (CAP)that was initially submitted on 10/25/2011, <br /> revised on December 7, 2011, and was found acceptable on January 4, 2012. <br /> PERMIT REVIEW: <br /> -The governing Solid Waste Facility Permit(SWFP)was issued by the LEA on 1/31/2012. In the SWFP, the LEA <br /> specified that a review of the permit was due on 6/17/2013. On 12/28/2012, the LEA sent a notification to the operator, <br /> pursuant to 27 CCR, Section 21675, requesting an application for permit review within 30 days of the operator's receipt <br /> of the letter. The LEA provided an update regarding the matter and stated that the operator is currently working on a new <br /> Joint Technical Document(JTD)to be submitted with the required application. <br />
