1.0 INTRODUCTION <br />A Quality Assurance (QA) program consists of selected testing and inspection of the final <br />product completed in order to provide the Owner/Agencies an evaluation of whether the end <br />product is of the specified quality of materials and workmanship. Since in earthwork <br />construction it is both inefficient and impractical to withhold QA testing until completion of <br />work, an on-going QA program is typically conducted during construction to ascertain the quality <br />of the end product. Because of possible conflicts of interest, the Contractor should not undertake <br />the QA function directly. Rather, QA inspection and testing should be left under the objective <br />authority of a single team of design and inspection professionals. <br />A Quality Control (QC) program consists of selected tests and inspections during production <br />which can assist the Contractor in producing the quality product that is required. While the QC <br />function is the sole responsibility of the Contractor, the Project Manager may, at his discretion, <br />provide information regarding the on-going QA monitoring for the Contractor's use in <br />implementing his QC function. Release of the QA data to the Contractor would be for - <br />convenience only and would, in no way, relieve the Contractor from sole responsibility for <br />fulfilling the project requirements. <br />AOL This document presents the Construction Quality Assurnace (CQA) plan and requirements for <br />construction of the earthwork portion of the alternative final cover improvements for the Forward <br />Sanitary Landfill (FSL) in San Joaquin County, California. This CQA document details the <br />quality assurance tests and procedures to be implemented during construction and will be used in <br />conjunction with the Project Drawings and Specifications. Closure improvements might also <br />include construction of various drainage structures including storm drain pipes, concrete and/or <br />shotcrete drainage courses, grouted rip -rap and down drains, though these components are not <br />addressed in this earthworks CQA Plan. <br />1.2 PROJECT REQUIREMENTS <br />As currently proposed, the project will consist of the preparation and compaction of existing <br />foundation layer/interim fill soils and placement of additional borrow soils to achieve a minimum <br />four -foot thick monolithic engineered fill compacted to a minimum of 90 percent of the <br />maximum dry density and exhibiting a maximum as -built saturated hydraulic conductivity of 1.0 <br />X10-6 centimeters per second (cm/sec). Since the engineered fill will be constructed in horizontal <br />lifts, each layer or lift of compacted fill should be tested for compliance with the design <br />specifications prior to construction of successive or overlying layers. <br />All engineered fill and geosynthetic materials used for final cover construction must meet or <br />exceed the criteria indicated in the Project Drawings and Specifications. Any deviation from the <br />Specifications must be pre -approved by the Geotechnical Consultant and/or Engineer. <br />Geologic Associates <br />
