Water Quality Monitoring Report <br />Forward Landfill <br />1.5 Landfill Gas Monitoring <br />In accordance with Title 27 California Code of Regulations (27CCR), Article 6, SCS Field <br />Services (SCS) conducts quarterly monitoring of perimeter gas probes and on-site <br />structures at the Forward Landfill. During the first quarter 2014 monitoring period, no <br />methane gas exceeded the regulatory limit of five percent by volume in perimeter gas <br />probes and no on-site structures tested were in excess of 1.25 percent by volume in air. <br />As part of the CAP, Forward operates a landfill gas (LFG) extraction system to control <br />LFG emissions (i.e. source control). SCS performs the operations and maintenance <br />(O&M) for the LFG extraction system and blower/flare station (BFS). Summary tables <br />for the BFS, LFG extraction wells, and the first quarter 2014 perimeter LFG monitoring <br />probe and on-site structure testing report are presented in Appendix A. No downtime <br />or shutdowns were reported by SCS for the BFS during the first quarter 2014 monitoring <br />period. Based on the BFS data and 2013 Emissions Test Report results Herst & <br />Associates reported that the LFG extraction system removed approximately 27,115 <br />pounds of VOCs for the first quarter 2014 (Herst, 2014). <br />1.6 Cannery Waste Land Application Monitoring <br />Cannery waste and land application monitoring (CWLAM) will begin in May 2014 during <br />the second quarter 2014 monitoring period. Groundwater analytical results for the <br />CWLAM detection monitoring system are presented in Section 3.1.6. <br />2.0 FORWARD UNIT <br />2.1 Water Quality Monitoring <br />2.1.1 Sampling and Laboratory Analyses <br />During the first quarter 2014, Del -Tech Environmental Support Services (Del -Tech) <br />measured depth -to -water (DTW) and collected groundwater samples from all Forward <br />Unit wells on February 4, 2014. Domestic well DW -9690 was sampled on February 14, <br />2014. Del -Tech reported that all surface water monitoring stations and lysimeters were <br />dry during the monitoring period. <br />Samples were collected by Del -Tech from each sample point containing sufficient liquid <br />and submitted to BC Laboratories (BC) of Bakersfield, California, a state certified <br />laboratory under contract to Forward. The first quarter 2014 samples were analyzed for <br />the routine monitoring parameters stipulated in RWQCB Order No. 115-2014-0006. <br />Table 2-1 summarizes site monitoring parameters, analytical methods, and monitoring <br />frequency. Water quality samples were also analyzed in the field for oxygen reduction <br />potential (ORP), turbidity, temperature, specific conductance, and pH and recorded on <br />well data sheets.
