2014 Annual Corrective Action Evaluation Report <br />Austin Road Landfill, California Page3 <br />3.0 Individual Wells <br />Table 1 lists the Threshold Limits that were developed in the Evaluation Procedures Report for total <br />VOC concentrations in individual wells. The historical database and time series plots for total VOC <br />concentrations at individual wells are presented in Appendix B. Table 7 summarizes the evaluation of <br />total VOC concentrations at individual wells. There were no exceedances of individual well Threshold <br />Limits during the third quarter 2013, fourth quarter 2013, first quarter 2014, or second quarter 2014. <br />4.0 Condition of Landfill Cover <br />Title 27 of the California Code of Regulations (CCR) § 20950(a)(2)(A)(1) specifies that "[fJor landfills <br />and for waste piles and surface impoundments closed as landfills, the goal of closure, including but not <br />limited to the installation of a final cover, is to minimize the infiltration of water into the waste, thereby <br />minimizing the production of leachate and gas." The goal is to minimize infiltration of water rather <br />than eliminate the infiltration of water. <br />The Austin Road Landfill reported that the facility's cover performed as designed from third quarter <br />2013 through second quarter 2014 in that it minimized the infiltration of water into the waste. There <br />were no significant problems with landfill cover that resulted in exposed waste from third quarter 2013 <br />through second quarter 2014. Minor erosion issues were addressed by placement and compaction of <br />soil material. There were reportedly no leachate seeps identified from third quarter 2013 through <br />second quarter 2014. There were reportedly no notices of violation (NOVs) issued to the facility for <br />cover -related issues from third quarter 2013 through second quarter 2014. <br />As a part of overall operational improvements, an evapo-transpiration (ET) cover was installed on the <br />north face of the facility, with the installation reportedly completed in November 2005. In July 2006, <br />two multi -depth moisture probes, a wick lysimeter, and a weather station were reportedly installed to <br />monitor the ET cover. Annual monitoring reports for the ET cover were submitted to the RWQCB on <br />October 12, 2007, July 10, 2008, August 28, 2009, and September 3, 2010. In a letter dated August 5, <br />2008, the RWQCB concluded that the ET cover complies with Title 27 requirements for alternative <br />cover. The RWQCB subsequently approved the discontinuation of ET cover monitoring in a <br />September 23, 2010 letter. <br />5.0 Landfill Gas Monitoring Results <br />The gas collection and control system at the combined Austin Road / Forward Landfill complex <br />includes 194 extraction wells, a flare for thermal destruction (Flare A-2), a backup flare (Flare A-1), <br />and a methane gas recovery facility that generates electricity. <br />The Austin Road / Forward Landfill complex includes 27 perimeter landfill gas monitoring probes <br />spaced 1,000 feet apart, pursuant to CCR Title 27. The probe Dations include multi-level monitoring <br />of shallow and deep intervals. Several of the probe locations also include monitoring of a medial <br />interval. Combined, the perimeter monitoring system includes 77 individual monitoring points, plus <br />additional temporary gas probes. Thirteen of the 27 permanent probes are located around the perimeter <br />of the Austin Road portion of the facility, comprising 39 of the 77 individual monitoring points: GP -13 <br />through GP -25. <br />Landfill gas sample results provided by Austin Road Landfill personnel for third quarter 2013 through <br />second quarter 2014 are provided in Appendix C.
