C
Water Quality Monitoring Report
Forward Landfill
Concentration Limit Thresholds
In accordance with RWQCB Order No. 115-2014-0006, the routine inorganic monitoring
data obtained from the Austin Unit DMP wells during the third quarter 2014 monitoring
period were compared to intrawell concentration limits (CLs) established for each well.
Details on the statistical analysis for the established CLs are presented in Appendix D of
the first quarter 2014 Water Quality Monitoring Report for the Forward Landfill (GLA,
2014. As summarized in Table 3-3, the following CLs were exceeded during the third
quarter 2014 monitoring period.
• AMW-6 — bicarbonate alkalinity
• AMW-7 —calcium
In a letter dated October 1, 2014, the RWQCB was notified of these CL exceedances and
retesting for well AMW-7 is scheduled for October 2014. The results of the verification
sampling will be reported under separate cover. Retesting will not be performed for
well AMW-6 since this well was to be reclassified as a CAP well in the new WDR.
3.1.5 Corrective Action/Evaluation Program
Field and laboratory results for CAP and EMP wells for the third quarter 2014 monitoring
period are summarized in Table 3-2. As shown in Table 3-2, 16 of 28 CAP/EMP wells
116 reported one or more VOCs exceeding a Practical Quantitation Limit (PQL), with CAP
well AMW-1 having the greatest number of VOCs (nine) including seven measured
above a PQL. An annual report discussing the CAP and EMP monitoring results for the
Austin Unit was prepared by Herst & Associates (Herst, 2014) and reported under
separate cover.
3.1.6 Cannery Waste Land Application Monitoring
Field and laboratory results for CWLAM wells for the third quarter 2014 monitoring
period are summarized in Table 3-4. However, water quality standards for the CWLAM
program have not been established yet, due to a lack of background data. On July 21,
2014, Geo -Logic Associates submitted a letter to the RWQCB requesting an extension of
the Cannery Waste Water Quality Protection Standards Report until May 1, 2016 when
sufficient data (eight quarters of data) have been collected.
3.1.7 Domestic Well Monitoring
Two domestic wells (7898-A and 8106-A) were sampled on August 12, 2014. Table 3-5
summarizes the current analytical results for the domestic well samples collected.
Tetrachloroethene was measured above the PQL in both domestic well samples and 1,2-
dichloropropane, acetone, DIPS, PCE, and TCE were also measured above PQLs in the
M:\ 2014.0012\FA_3Q14.docx 11
10/31/2014, Rev. 0
