1-1 <br />9 1.0 INTRODUCTION <br />The following document, known as the Joint Technical Document (JTD), provides engineering <br />design and operational information for the Forward Landfill, in accordance with the <br />California Code of Regulations, Title 27 (27 CCR). Those local, state, and federal regulatory <br />agencies having jurisdiction over Forward Landfill will utilize this JTD to understand the <br />facility's design features and operational procedures and to inspect day-to-day operations <br />for compliance with applicable rules, regulations, and permits. <br />Under current regulations, the California Department of Resources Recycling & Recovery <br />(CalRecycle), formerly known as the California Integrated Waste Management Board <br />(CIWMB), the Central Valley Regional Water Quality Control Board (RWQCB), San Joaquin <br />Valley Air Pollution Control District (SJVAPCD), and the San Joaquin County Environmental <br />Health Department (EHD), acting as the Local Enforcement Agency (LEA), perform regulatory <br />inspections at the landfill. <br />Both CalRecycle and the RWQCB require an operator of a waste management facility to obtain <br />an operating permit. Chapter 4 of 27 CCR requires an operator of a non -hazardous waste <br />landfill to obtain an operating permit known as a Solid Waste Facility Permit (SWFP). The <br />SWFP is concurred on by CalRecycle and then issued by the LEA (i.e., the San Joaquin County <br />EHD). The RWQCB, through regulations under 27 CCR, Chapter 4, Article 4, requires that an <br />operator of a waste management facility that discharges wastes to land obtain an operating <br />permit known as Waste Discharge Requirements (WDRs). The main supporting document that <br />is required for a landfill to obtain, revise, or update both the SWFP and WDRs is called a JTD. <br />In addition to the JTD, prior to the issuance of a new SWFP (or whenever there will be a <br />significant change in design and/or disposal operations), the owner/operator must provide <br />CalRecycle with a new or updated Preliminary Closure and Post -Closure Maintenance Plan <br />(PCPCMP). The objectives of the PCPCMP are to provide a reasonable estimate of the <br />maximum expected cost to close and maintain the landfill during a 30 -year post -closure <br />period. The PCPCMP for the Forward Landfill has been prepared and is included as <br />Appendix A of this JTD. <br />1.1 Purpose <br />The purpose of this JTD is to present a comprehensive description of the Forward Landfill <br />including, but not limited to, site characterization information, refuse disposal and ancillary <br />facilities/operations, current and proposed design, and operational features and <br />procedures. The updated PCPCMP includes closure and post -closure maintenance <br />activities. The closure and post -closure design and maintenance procedures are provided <br />as a basis for developing associated cost estimates required under 27 CCR.
