2-7 <br />control system with respect to extraction well oxygen levels and temperature, complete <br />Phase II of the planned and ongoing improvement of Forward's Landfill gas extraction <br />system, apply for a new Title V air permit from the SJVAPCD that would limit oxygen levels in <br />the landfill gas extraction wells, relocate the perimeter gas probes to the boundary line of <br />the approved additional 184 -acre expansion area, and provide for other air quality <br />protection measures. <br />2.6.2 California Environmental Quality Act (A) <br />An EIR, which describes and supports combining the design and operation of the Forward <br />Landfill and former Austin Road Landfill was filed with the State Clearinghouse (SCH No. <br />2001052081) and certified by the San Joaquin County Planning Commission on February 6, <br />2003. Subsequently, a Notice of Determination was filed with the State Clearinghouse on <br />April 14, 2003. <br />In addition, a Negative Declaration was prepared to address environmental impacts <br />associated with the relocation of the permitted boundaries. The Negative Declaration was <br />filed with the State Clearinghouse (SCH No. 2010112045) and certified by the San Joaquin <br />County Planning Commission in January 2011. <br />2.6.3 Finding of Conformance <br />The California Integrated Waste Management Act of 1989 (Public Resources Code Section <br />40000, seq.) requires cities and counties to prepare a plan for their solid waste system known <br />as a Countywide Integrated Waste Management Plan (CIWMP). The County of San Joaquin <br />has completed their CIWMP, as well as the Countywide Siting Element (CSE). The Forward <br />Landfill is identified in the CSE as part of the CIWMP. <br />2.6.4 Financial Assurance Information <br />Financial assurance mechanisms in the form a Letter of Credit guarantees closure, post - <br />closure maintenance, and groundwater corrective action for Forward Landfill. It should be <br />noted that a Non -Water Release Corrective Action Plan (GLA, 2011) was submitted to the <br />regulatory agencies and approved by CalRecycle in 2012.
